Items 4O, 4P Memo M E M O R A N D U M October 13, 2020 To: Mayor and City Council From: Ashleigh Casey, Assistant Chief of Police Subject: Approve Resolution No. 20-046 and Resolution No. 20-047 authorizing the acceptance of the 2018 and 2020 SWAT Equipment Enhancement funds under the 2018 and 2020 Homeland Security Grant Program; executing an agreement with the Office of the Governor; and authorizing the Emergency Manager to execute the agreement on behalf of the City. Action Requested: The purpose of these items is to seek City Council’s approval of Resolution No. 20-046 and Resolution No. 20-047 authorizing the acceptance of awarded funds under the 2018 Homeland Security Grant Program and the 2020 Homeland Security Grant Program to purchase night vision equipment for the North Tarrant Regional (NTR) Special Weapons and Tactics (SWAT) Team. ▪ The awarded amount under the 2018 grant is $13,876.22. ▪ The awarded amount under the 2020 grant is $11,826.53. ▪ The total awarded amount for both years is $25,702.75. Background Information: The purpose of the Homeland Security Grant Program (HSGP) is to support national, state, and local efforts to prevent terrorism and other catastrophic events and to prepare for the threats and hazards that pose the greatest security risks. The Southlake Police Department has submitted grant applications to apply for a total of 20 sets of night vision goggles for the NTR SWAT Team which, upon approval, will allocate up to $60,000 for this equipment. This will provide each member of the SWAT Team with a set of night vision equipment. The Police Department recently received notification from the North Central Texas Council of Governments (NCTCOG) that it will receive funds from both a 2018 grant application and a 2020 grant application. The NCTCOG is responsible for facilitating the dispersal of Homeland Security Grant funding for the State. The purchase of night vision goggles will enhance police response to criminal incidents and acts of terrorism and will assist in building and sustaining the Department’s National Incident Management System (NIMS) resources for the NTR SWAT Team. Night vision equipment provides officers with the capability to operate more safely and effectively in low light or no light conditions. The NTR SWAT Team provides hazardous operations response for the Cities of Southlake, Keller, Colleyville, Roanoke, and the Town of Trophy Club, and the Team currently has no night vision equipment capabilities. 4O/4P Items 4O and 4P: Approve Resolution No. 20-046 and Resolution No. 20-047 authorizing the acceptance of the 2018 and 2020 Homeland Security grant funds. City Council Meeting Date – October 20, 2020 Page 2 of 6 Financial Considerations: Grant funding will be available for dispersal once the resolutions receive Council approval. The grant amounts awarded in 2018 and 2020, which total just over $25,702 will allow the Police Department to purchase almost half of the necessary equipment. The Department anticipates receiving additional grant funding under the Homeland Security Grant program in 2021 and/or 2022 to complete the purchase of the remainder of the requested night vision equipment. City Council Meeting Date – October 20, 2020 Page 3 of 6 City of Southlake, Texas RESOLUTION NO. 20-046 A RESOLUTION OF THE CITY OF SOUTHLAKE AUTHORIZING THE ACCEPTANCE OF THE 2018 SWAT EQUIPMENT ENHANCEMENT UNDER THE 2018 HOMELAND SECURITY GRANT PROGRAM; EXECUTING AN AGREEMENT WITH THE OFFICE OF THE GOVERNOR; AND AUTHORIZING THE EMERGENCY MANAGER TO EXECUTE THE AGREEMENT ON BEHALF OF THE CITY. WHEREAS the City of Southlake City Council and Mayor finds it in the best interest of the City of Southlake that the 2018 SWAT Equipment Enhancement, Night Vision Equipment, be implemented under the 2018 Homeland Security Grant Program: and WHEREAS, the City Council agrees that in the event of loss or misuse of the Office of the Governor funds, the City Council assures that the funds will be returned to the Office of the Governor in full. WHEREAS, the City Council designates the Emergency Manager as the grantee’s authorized official. The authorized official is given the power to apply for, accept, reject, alter or terminate the grant on behalf of the applicant agency. NOW THEREFORE, BE IT RESOLVED BY THE CITY OF SOUTHLAKE, TEXAS, THAT: 1. The City Council of the City of Southlake hereby approves acceptance of awarded funds in the amount of $13,876.22 for 2018 SWAT Equipment Enhancement, Night Vision Equipment. 2. The City Council of the City of Southlake hereby designates the Emergency Manager as the City’s official with the authority to enter into an agreement on behalf of the City regarding the 2018 SWAT Equipment Enhancement, Night Vision Equipment. The City authorizes the Emergency Manager to agree to all understandings and assurances contained in the application. The Emergency Manager is directed and authorized to act in connection with the application and to provide any additional information that may be required. The grant funds and any grant-funded equipment of facilities will be used only for the purposed for which they are intended under the grant. 3. The terms, provisions, and conditions of the 2018 Homeland Security Grant Program will be adhered to. 4.
