Subject: Recommendation on proposed improvements to Rustin
and Family Park and Frank Edgar Cornish, IV Park
Action
Requested: Staff is seeking City Council comment on the proposed
improvements to Rustin and Family Park and Frank Edgar
Cornish, IV Park.
Background
Information: During the COVID-19 pandemic the City of Southlake has
taken strides to help support local businesses. Additionally,
the City has looked for unique and interesting ways to
engage with residents by providing fun and safe activities for
the whole family. There is an opportunity to both support
local restaurants while also providing a fun and safe option
for outdoor dining and relaxation in Rustin and Family Park
as well as Frank Edgar Cornish, IV Park.
Currently, there are no tables for dining in these Town
Square parks. Each park is conveniently located near
several dining options, providing an additional opportunity for
a carry-out or picnic-style dining option right in Town Square.
At their October 12, 2020, meeting, the Parks and
Recreation Board recommended approval of the proposed
park improvements. See the Citizen Input/Board Review
section of the staff report below for details of the motion.
Financial
Considerations: Costs associated with purchasing and installing the tables.
Staff will be working to partner with RPAI on this project.

The improvements are also linked to the Southlake 2035
Health & Wellness Master Plan Recommendation to Seek
Partnerships to Encourage Comfort and Accessibility in or
Near the Public Realm; and the Southlake 2030 Parks,
Recreation & Open Space / Community Facilities Master
Plan Recommendation to Add Park Amenities as
Appropriate to all the Parks within the City.
Citizen Input/
Board Review: October 12, 2020; The Parks and Recreation Board
recommended approval (7-0) of investing in suitable seating
options for Rustin and Family Park and Frank Edgar
Cornish, IV Park, and provided the following comments
regarding the style, size, and placement of the tables within
the park environment:
The addition of four (4) smaller (4 seats) square tables within
Family Park. The addition of two (2) larger (4-6 seats)
rectangular tables in Rustin Pavilion. The addition of two (2)
smaller (4 seats) square tables within Frank Edgar Cornish,
IV Park. A representative image is attached for reference.
The Parks and Recreation Board recommended that all
tables be mobile, rather than affixed to the ground.
