Action
Requested: Approve Resolution No. 20-048, appoint a member to the
Community Enhancement and Development Corporation.
Background
Information: Each year, the City Council appoints members of the public to
various boards, commissions and committees. Each member is
appointed for a two-year term unless indicated otherwise.
Appointed members shall be citizens of Southlake and registered
voters. Members of the public indicate their interest to volunteer by
submitting a completed application to the City Secretary’s Office.
Applications are available on the City’s website and from the City
Secretary’s Office.
On May 15, 2012 Council discussed the current board appointment
process. At that time, Council directed staff to implement bi-annual
appointments to ease the process for Council, staff, and applicants.
At the direction of Council, staff prepared a schedule which allows
Council the opportunity to review applications, interview applicants,
and appoint members in the months of June and October.
In preparation for the October appointments, Mayor Hill sent an
email to all board and commission members asking for referrals.
The City Secretary’s Office also sent an email to board members
with expiring terms to determine interest in reappointment to their
respective board or interest in a different board. The City
Secretary’s Office also publicized the upcoming October
appointments with MySouthlakeNews.com, on social media, and in
the Volunteer Southlake newsletter that was sent to 1,965
subscribers. Staff also reached out to the public by utilizing the
“Notify Me” module on the City’s website that allows members of
the public to subscribe to updates regarding vacancies and bi-
annual appointments.
On September 15, 2020, Council received an electronic binder that
included applications filed with the City Secretary’s Office for these
boards as well as an outline of each board detailing the current
membership, terms expiring, and noting existing members who
expressed an interest to be reappointed.

term on the Community Enhancement and Development
Corporation, as follows:

AVIATION SERVICES
13 Dave Downey is an award winning safety leader and the founder of
Downey Aviation Services. Dave's aerospace experience includes civil
certification, flight operations and safety/risk management.
Mr. Downey has written and ICAO published in June 2018 certification
and operations guidance on civil tiltrotor aircraft. His work on powered
I ift category has prompted the FAA to undertake a comprehensive
review of pilot licensing, hour requirements, training and operational
procedures. Prior to that, he was a VP at Bell Helicopter where he was responsible for
Systems Engineering, Engineering Operations, Flight Test Operations, Flight Safety,
and civil certification.
Prior to joining Bell, Dave was a member of the FAA Senior Executive Service where he
served as the FAA Rotorcraft Directorate Manager. In this position he was also
responsible for all FAA experimental flight test policy, training and administration. He
was a Team Leader on the FAA Safer Skies Commercial Aviation safety program. As
Co-Chair of the International Helicopter Safety Team, Dave achieved a 33% reduction
in the number of U. S. fatal helicopter accidents. He has FAA engineering and
manufacturing experience with engines, propellers, APUs, UAVs and airplanes. He is
an FAA DER. He has also worked closely with the NTSB and international Aviation
Authorities.
Dave began his career as a U. 'S. Army Pilot. He has military experience as an::
instructor pilot, instrument flight examiner, maintenance test pilot, and experimental test
pilot. He served as an Exchange Test Pilot at Boscombe Down UK and was the Senior
Test Pilot on D Squadron. He retired from the US Army as the Chief Test Pilot for the
Army Airworthiness Qualification Test Directorate at Edwards'AFB, CA. He holds an
FAA Airline Transport Pilot rating as well as single/multi engine land/seaplane and
helicopter commercial pilot, and CFI ground.
Dave graduated from the University of Tennessee Space Institute with an MS and
earned his BS from Embry Riddle Aeronautical University. Dave is the 2010 Society of
Experimental Test Pilots Tony LaVier Flight Safety Award.
Dave Downey is an award winning safety leader and the founder of
Downey Aviation Services. Dave's aerospace experience includes civil
certification, flight operations and safety/risk management.
Mr. Downey has written and ICAO published in June 2018 certification
and operations guidance on civil tiltrotor aircraft. His work on powered
lift category has prompted the FAA to undertake a comprehensive
review of pilot licensing, hour requirements, training and operational
procedures. Prior to that, he was a VP at Bell Helicopter where he was responsible for
Systems Engineering, Engineering Operations, Flight Test Operations, Flight Safety,
and civil certification.
Prior to joining Bell, Dave was a member of the FAA Senior Executive Service where he
served as the FAA Rotorcraft Directorate Manager. In this position he was also
responsible for all FAA experimental flight test policy, training and administration. He
was a Team Leader on the FAA Safer Skies Commercial Aviation safety program. As
Co-Chair of the International Helicopter Safety Team, Dave achieved a 33% reduction
in the number of U. S. fatal helicopter accidents. He has FAA engineering and
manufacturing experience with engines, propellers, APUs, UAVs and airplanes. He is
an FAA DER. He has also worked closely with the NTSB and international Aviation
Authorities.
Dave began his career as a U. S. Army Pilot. He has military experience as an
instructor pilot, instrument flight examiner, maintenance test pilot, and experimental test
pilot. He served as an Exchange Test Pilot at Boscombe Down UK and was the Senior
Test Pilot on D Squadron. He retired from the US Army as the Chief Test Pilot for the
Army Airworthiness Qualification Test Directorate at Edwards AFB, CA. He holds an
