Item 4B, 4C MemoCITY OF SOUTHLAKE 4BAC MEMORANDUM September 28, 2020 To: Mayor and City Council From: Ashleigh Casey, Assistant Chief of Police Subject: Approve Amendments to the Interlocal Agreements for Combined Public Safety Dispatching and Jail Services and for Combined Animal Control and Animal Shelter Services for the Cities of Keller, Southlake, and Colleyville to include the addition of the City of Roanoke Action Requested: The purpose of these items is to seek City Council's approval of Amendments to both the Interlocal Agreement (ILA) for the Combined Public Safety Dispatching and Jail Services and to the ILA for Combined Animal Control and Animal Shelter Services for the Cities of Keller, Southlake, and Colleyville to include the addition of the City of Roanoke for jail services and animal control/animal shelter services. Background Information: The Interlocal Agreement for Combined Public Safety Dispatching and Jail Services is an agreement between the Cities of Keller, Southlake, and Colleyville. The purpose of the interlocal agreement is to provide the highest quality dispatch and jail services in the most cost-effective manner. Southlake and Keller first entered into the ILA for combined dispatch and jail services in 2006. The City of Colleyville subsequently entered into this ILA in 2010. This interlocal agreement is up for renewal in September 2021. The Interlocal Agreement for Combined Animal Control and Animal Shelter Services is also an agreement between the Cities of Keller, Southlake, and Colleyville. The purpose of this agreement is to provide the highest quality animal control and animal shelter services in the most cost-effective manner. Keller, Southlake, and Colleyville first entered into this ILA in 2012. This interlocal agreement is up for renewal in September 2022. The City of Roanoke is seeking to be added as a contracting party to the ILA for combined public safety dispatching and jail services. Roanoke has specified it will only utilize the jail services and will retain its own dispatch services. Roanoke is also seeking to be added as a contracting party to the ILA for combined animal control and animal shelter services. Items 413 and 4C: Amendments to ILA for Combined Public Safety Dispatching and Jail Services and Combined Animal Control and Animal Shelter Services City Council Meeting Date — October 6, 2020 Page 2 of 2 Financial Considerations: The addition of Roanoke to these interlocal agreements reduces Southlake's cost share percentage for jail services by 6%. The addition also reduces Southlake's cost share percentage for animal control services by 3% and animal shelter services by almost 2%. This represents an overall reduction in cost to the City for these combined services. Strategic Link: C1 - Achieve the highest standards of safety & security. AMENDMENT NO. 1 OF INTERLOCAL AGREEMENT FOR COMBINED PUBLIC SAFETY DISPATCHING AND JAIL SERVICES FOR THE CITIES OF KELLER, SOUTHLAKE AND COLLEYVILLE [To Add the City of Roanoke as a Contracting Party to Jail Services and Make Other Changes] This Amendment of Interlocal ("AMENDMENT") is made and entered into by the CITY OF KELLER, TEXAS a Home Rule municipal corporation, ("KELLER"), the CITY OF SOUTHLAKE, TEXAS a Home Rule municipal corporation, ("SOUTHLAKE"), the CITY OF COLLEYVILLE, TEXAS a Home Rule Municipal Corporation, ("COLLEYVILLE"), and the CITY OF ROANOKE, TEXAS a Home Rule Municipal Corporation, ("ROANOKE") each acting by and through its duly appointed and authorized city managers adds the following to the INTERLOCAL AGREEMENT FOR COMBINED PUBLIC SAFETY DISPATCHING AND JAIL SERVICES FOR THE CITIES OF KELLER, SOUTHLAKE, and COLLEYVILLE ("AGREEMENT") that was entered into on October 1, 2010. Pursuant to, and in accordance with the AGREEMENT, ROANOKE hereby acknowledges that ROANOKE has received and reviewed a complete copy of the AGREEMENT and agrees that upon execution of this AMENDMENT, ROANOKE shall become a party to the AGREEEMNT for Jail Services and shall be fully bound by, and subject to, all of the covenants, terms and conditions of the AGREEEMENT for Jail Services as though an original party thereto. ROANOKE Obligations. Roanoke agrees to perform the following: a. Pay the sums of ROANOKE's obligations to KELLER for Jail Services and Regional Holding Facility Magistrate. b. Arrange for the timely delivery of all the required paperwork to properly hold and arraign ROANOKE prisoners. ROANOKE Police Department will be responsible for the transportation of all ROANOKE prisoners to KELLER's jail facility. Should the need arise for an in -custody transportation for emergency medical treatment of a ROANOKE prisoner housed at the KELLER jail, a KELLER police officer shall provide security for up to two hours until a ROANOKE police officer can respond to the medical facility to assume custody. c. ROANOKE Police Department will be responsible for the transportation of ROANOKE prisoners in the KELLER jail to the Denton County Jail. Payments for Services Performed. a. Upon the start date of this AMENDMENT to the AGREEMENT, ROANOKE's, SOUTHLAKE's, and COLLEYVILLE's payments for Jail Services will be adjusted for the fiscal year to a cost share of 15.56% for ROANOKE, 33.97% for SOUTHLAKE, and 16.54% for COLLEYVILLE. Cooperate with KELLER to have the ROANOKE City Council adopt ordinances that are similar with KELLER, SOUTHLAKE, and COLLEYVILLE so the Animal Control Officers will have a uniform set of laws to apply and enforce. c. Agree that all cat and dog annual registration fees and associated shelter and adoption fees shall be retained or paid to KELLER for deposit in an enterprise fund that will be designated and applied to defray the costs of operating Animal Control and Shelter Services for each of the participating cities. d. Transfer the ROANOKE Animal Control vehicle in full operational condition with installed equipment to KELLER. Payments for Services Performed. a. Upon the start date of this AMENDMENT to the AGREEMENT, ROANOKE's, SOUTHLAKE's, and COLLEYVILLE's payments for animal control services will be adjusted for the fiscal year to a cost share of 13.28% for ROANOKE, 19.89% for SOUTHLAKE, and 17.07% for COLLEYVILLE. Payments for animal shelter services will be adjusted for the fiscal year to a cost share of 14.62% for ROANOKE, 10.72% for SOUTHLAKE, and 8.65% for COLLEYVILLE. b. For the first two years of this AMENDMET to the AGREEMENT, ROANOKE will receive a discount of $15,695 per year for the capital contribution of the ROANOKE Animal Control vehicle.
