Call to Order. 2. Administrative Comments. 3. Review, discuss and make recommendations on USPI All Star Medical Office to revise the elevations of the previously approved Building 2 on property located at 905 and 925 E. Southlake Blvd., generally located at the southwest corner of E. Southlake Blvd. and Tower Blvd., north of Zena Rucker Rd. 4. Review, discuss and make recommendations for a proposed two-phase development of an approximately 13-acre site generally located west of the intersection of Nolen Drive and Village Center Drive. Phase 1 is proposed for GMI Contractors Headquarters on approximately 7.12 acres located on the western side of the site and Phase 2 is proposed for flex office space on the remaining acreage on the eastern side of the site. The property is addressed as 2450 Crooked Lane. 5. Review, discuss and make recommendations proposed development of Safe Spin Car Wash located at 190 Davis Blvd. being approximately 1.35 acres 625 feet south of W. Southlake Blvd. on the west side of Davis Blvd., just south of Sonic. 6. Adjournment. MEETING OVERVIEW: On June 24, 2020, the Southlake 2035 Corridor Planning Committee held their twenty-seventh meeting. The Committee was sent a packet of materials prior to the meeting that were to be discussed during the session. A meeting agenda was posted, and the meeting time was advertised on the City’s website. The following meeting report focuses on discussion points made during the meeting by members of the Committee, public and City staff. This report is neither verbatim nor does it represent official meeting minutes; rather it serves to inform elected and appointed officials, City staff, and the public of the issues and questions raised by the Committee, City staff, and any attendees of the meeting. Southlake 2035 Corridor Planning Committee Item #3 – UPSI All Star Medical Meeting #27 – June 24, 2020 Page 3 ITEM #3 DISCUSSION – Review, discuss and make recommendations on USPI All Star Medical Office to revise the elevations of the previously approved Building 2 on property located at 905 and 925 E. Southlake Blvd., generally located at the southwest corner of E. Southlake Blvd. and Tower Blvd., north of Zena Rucker Rd. Staff presentation: Dennis Killough • Proposal to revise approved building on north lot at the intersection of Tower Blvd. and E. Southlake Blvd. • Podium type construction that allows for vehicular access to go under the building for patient drop-off and pick-up • Revised site plan o Reduced floor area by approx. 700 sq. ft. o Exterior design - added metal composite panel to elevations • Possible impact of eliminating podium type construction = increase first floor area and reduce parking Questions for staff by the Committee: Scott Dyche: Addressed everything they were asked to address at P&Z meeting. Gina Phalen: Significantly improved from June 4th P&Z meeting. More interesting to look at with added windows along top and overall design to the building. Chad Patton: Marketable improvement from previous submittal (June 4th) to now (June 24th). Complimentary to existing building in place. Generally, this whole area is dramatically overparked (even though it is consistent with our zoning requirements), so be creative with parking. Austin Reynolds: Overall building design is good. Applicant presentation: Jeff Sutherland • Biggest changes: Surgery center and exterior building design • Also made changes to interior building design • Podium raised for surgery center to allow department areas and functions to be all on one level • Raising building up and reducing the size allows us to have more parking spaces closer to the building and eliminate encroachments onto site design • Building changed, footprint changed, landscaping (quantity and layout) and parking changed Questions for applicant by the Committee: Shawn McCaskill: I’m glad we have the two options (podium vs. non-podium), so I strongly recommend presenting both to P&Z and City Council.
