MEMBERS PRESENT: Chairman Daniel Kubiak, Amy Torres-Lepp, Craig Rothmeier, Michael Springer, Scott Dyche and Gina Phalen. MEMBERS ABSENT: Chris Greer. STAFF PRESENT: Deputy Director of Planning & Development Services, Dennis Killough; Planner, Deputy City Engineer of Public Works, Steve Anderson; Assistant to the Director of Planning and Development Services, Madeline Oujesky, Policy & Strategic Initiative Principal Planner of Planning & Development Services, Jerod Potts, and Commission Secretary, Selena Serrano. REGULAR SESSION: 1. CALL TO ORDER Chairman Kubiak called the meeting to order at 6:32 P.M. 2. CONSIDER: APPROVAL OF THE APRIL 23, 2020 PLANNING AND ZONING MEETING. Commissioner Springer made a motion to approve the April 23, 2020 Planning and Zoning meeting minutes. Motion: Springer Second: Dyche Ayes: Torres-Lepp, Rothmeier, Greer, Kubiak, Springer, Phalen Nays: None Abstain: None Approved: 6-0 3. ADMINISTRATIVE COMMENTS. Comments were addressed to the Commission and the public. 4. CHAIRMAN KUBIAK COMMENTS. Chairman Kubiak addressed his comments. REGULAR AGENDA: 5. CONSIDER: ORDINANCE NO. 480-768 (ZA20-0025) ZONING CHANGE AND CONCEPT PLAN FOR 1151 E. DOVE ROAD ON PROPERTY DESCRIBED AS TRACT 5A1, F. THROOP SURVEY ABSTRACT NO. 1511, CITY OF SOUTHLAKE, TARRANT COUNTY, TEXAS, AND LOCATED AT 1151 E. DOVE ROAD, SOUTHLAKE, TEXAS. CURRENT ZONING: “AG” AGRICULTURAL DISTRICT. REQUESTED ZONING: “SF-1A” SINGLE FAMILY RESIDENTIAL DISTRICT. SPIN NEIGHBORHOOD #3. PUBLIC HEARING Staff presented Item 6, ZA20-0025 and opened for questions. Applicant – Patrick Gray, 901 Vintners Court, Grapevine, Texas, came forward to speak and answer any questions. Chairman Kubiak opened the public hearing. Valerie and Scott Parr – 1179 East Dove Road, spoke in opposition. Nancy and Marco D’amico – 1170 East Dove Road, spoke and addressed their concerns with how the drainage will be handled. Michael Deese – 2009 Estes Park Road, spoke in support but asked questions regarding the fencing location on the properties. Chairman Kubiak closed the public hearing. Deputy City Engineer, Steve Anderson, spoke on the concerns regarding drainage. The Commission continued to discuss the proposed Item with the applicant and staff. A motion was made to approve Item 6, ZA20-0025 subject to the Staff Report dated May 1, 2020 and Concept Plan Review Summary No. 2 dated May 1, 2020; with the following exceptions: On Lot 62, centering the building site in the center of the lot; aligning the driveways of Lots 61 and 62 with the cross street driveways on E. Dove Road; requiring 8 ft. board-on-board fence for sections not facing N. Carroll Avenue and E. Dove Road; requiring wrought iron fencing for sections fronting on N. Carroll Avenue and E. Dove Road not less than 20-feet off the property line; encouraging circular driveways on each lot; and requiring the front building line setback as 50 -feet.
