Call to Order. 2. Administrative Comments. 3. Review, discuss and make recommendations on a proposed zoning change and concept plan/site plan for the Costco Fueling Facility located at 2601 E. SH 114, generally located west of N. Nolen Drive between E. SH 114 and E. Southlake Boulevard. 4. Review, discuss and make recommendations on proposed modifications to the Yates Corner Grocery located at 2190 E. Dove Road, generally located at the northwest intersection of E. Dove Road and N. Kimball Avenue . 5. Review, discuss and make recommendations on an approximately 1355 square foot addition to an existing storage building located at 1250 W. Southlake Boulevard for Greystone Data Technology, generally located on the north side of E. Southlake Boulevard, east of the intersection of Southridge Lakes Parkway. 6. Review, discuss and make recommendations on a proposed amendment to the Master Sign Plan for Baylor Scott & White / USPI Southlake Medical Office Building located at 925 E. Southlake Boulevard, generally located at the southwest intersection of E. Southlake Boulevard and Tower Boulevard . 7. Review, discuss and make recommendations on the proposed development of Magnolia Office Southlake being approximately 1.6 acres currently addressed as 320 S. Nolen Drive, generally located on the south side of future Village Center Drive, approximately 550 feet west of S. Nolen Drive. 8. Adjournment. MEETING OVERVIEW: On October 29, 2019 the Southlake 2035 Corridor Planning Committee held their twenty-fifth meeting. The Committee was sent a packet of materials prior to the meeting that were to be discussed during the session. A meeting agenda was posted and the meeting time was advertised on the City’s website. The following meeting report focuses on discussion points made during the meeting by members of the Committee, public and City staff. This report is neither verbatim nor does it represent official meeting minutes; rather it serves to inform elected and appointed officials, City staff, and the public of the issues and questions raised by the Committee, City staff, and any attendees of the meeting . Southlake 2035 Corridor Planning Committee Item #4 – Yates Corner Meeting #25 – October 29, 2019 Page 3 ITEM #4 DISCUSSION – Review, discuss and make recommendations on proposed modifications to the Yates Corner Grocery located at 2190 E. Dove Road, generally located at the northwest intersection of E. Dove Road and N. Kimball Avenue. Staff presentation: • Future Land Use: Retail Commercial o The Retail Commercial category is a lower- to medium-intensity commercial category providing for neighborhood-type retail shopping facilities and general commercial support activities. o It is intended to provide limited local retail and/or office uses which serve neighborhoods in close proximity. o It is intended that all uses in this category will be compatible with adjacent single family uses, thereby maintaining the character and integrity of existing neighborhoods. • Current Zoning: C-1 o Staff note: the site in its current configuration is considered a nonconforming use of land. Gasoline service stations require a City Council approved Specific Use Permit (SUP) and are only permitted on properties with an underlying zoning of “C-3” General Commercial District. According to Section 6 – Nonconforming Uses of the City’s zoning ordinance, “no such nonconforming use shall be enlarged on increased, nor extended to occupy a greater area of land than was occupied at the effective date of adoption or amendment of this ordinance…” o Applicant would need to rezone the property, likely to an S -P district where regulations could be written to not provide bufferyards, etc. • Environmental o There is no identified existing tree cover. o 2 foot contours on this site are 628 and 626. • Pathways Plan o According to the Pathways Master Plan there is a future multi-use trail greater than or equal to 8’ along E. Dove Rd. to the south of the site, and a future sidewalk of less than 8’ along N. Kimball Ave. • Thoroughfare Plan o E. Dove Rd. – 88’ ROW o N. Kimball Ave. north of E. Dove Rd. – 70’ ROW o N. Kimball Ave. south of E.
