Subject: Approve an Engineering Services Agreement (ESA) with Halff
Associates, Inc. to provide engineering services for the
Citywide 2D Rain-on-Mesh hydrologic/hydraulic modeling and
floodplain mapping project in the amount of $99,915.
Action
Requested: Approve an Engineering Services Agreement (ESA) with Halff
Associates, Inc. to provide engineering services for the Citywide 2D
Rain-on-Mesh hydrologic/hydraulic modeling and floodplain
mapping project in the amount of $99,915.
Background
Information: In recent years, a number of significant drainage issues have been
observed within the Kirkwood Branch watershed. Currently there is
a study being performed on the Kirkwood Branch that was
approved by City Council on August 6, 2019. The proposed
Citywide 2D Rain-on-Mesh project will provide floodplain mapping
and depth grids beyond the riverine areas of the city. The study will
develop conceptual drainage on future Capital Improvement
Program projects for flooding hotspot locations based on the results
of the modeling and historic flooding locations.
The proposed ESA will include new hydrologic and hydraulic
modeling needed to make recommendations for improvements to
eliminate future flooding, project prioritization, and coordination of
high priority flooding locations from the planning level alternatives
to provide a more detailed analysis.
The services provided under this agreement are necessary to
establish a baseline for the 2035 Stormwater Master Plan.
Additionally, these services will be used to identify potential
drainage basins. This agreement does not include design or
engineering, which would be required to move forward with a
capital project.

Considerations: Funding for the Citywide 2D Rain-on-Mesh hydrologic/hydraulic
modeling and floodplain mapping project is funded from the
Strategic Initiative Fund. This item is within the approved budgeted
amount
Strategic Link: This item links to the City’s Strategy Map strategic focus areas of
Safety & Security, Mobility, and Infrastructure. It specifically relates
to the City’s Corporate Objectives, C1: Achieve the Highest
Standards Of Safety & Security, C2: Provide Travel Convenience

Legal Review: The proposed agreement is a standard agreement that the City
Attorney has reviewed and approved.
