WHEREAS, the City of Southlake (the "City") City Charter requires City Counci,
,7.pproval for all personnel policies that have financial implications, and
WHEREAS, the City wishes to provide the City Manager with authorization to
enact personnel policies that have financial Implications during emergent situations; and
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS, THAT -
Section 1. The City of Southlake hereby approves and adopt$ the following policy that
has financial Implications effective as of March 17, 2020 and expires March 31, 2021, a
copy of which 'is attached as Exhibit
Section2. That this resolution is in effect upon passage and adoption by the City
Council.

Purpose.
emergent situations that provide for business continuity or consider the health, safety,
2nd welfare of the public or city employees.
Emergent Situation.
For the purposes of this policy, an emergent situation is any emergent or catastrophic
situation or event that impacts the health, safety, or welfare of the public or city
employees, such as an act of terrorism, disease outbreak, or natural disaster that results
in at least a level three activation of the City of Southlake's Emergency Operations Center.
Provisions.

in emergent situations provided the following:
The policy is temporary and limited to the duration of the event. If it is necessary
for the policy to be enacted long-term or permanently, it requires City Council
approval.
Approval and Effective Date.
This policy was approved by City Council on March 17, 2020 by Resolution No. 20-014
and is effective March 17, 2020 and automatically expires on March 31, 2021.
