Chief Financial Officer Sharen Jackson provided an update and opportunity for discussion
of the City's finances, including potential changes to the FY2020 budget and general
outlook for FY2021.

Regular Session was called to order by Mayor Hill at 6:08pm.

Mayor Hill announced the City Council would go into Executive Session pursuant to the
Open Meetings Act, Chapter 551,Texas Government Code, Section 551.071 consultation
with city attorney and Section 551.074 deliberation regarding personnel matters. City
Council adjourned for Executive Session at 6:08pm. Executive Session began at 6:20pm
and concluded at 7:04pm.

for adopting an amendment to the City of Southlake Consolidated Future Land Use Plan,
an element of the Southlake 2035 Comprehensive Plan for property located at 803 W.
Southlake Blvd., subject to the Staff Report dated May 12, 2020, and noting the following:
- Modification of the future consolidated land use map by adding a site-specific area
identified as LU 11 for property located at 803 W Southlake Blvd. Adding a table
under the FM 1709 Corridor section of the Consolidated Land Use Plan identified as
LU 11 and identifying the area as a location that will remain medium density residential
but allowing a single story office of an appropriate scale and compatible with the
adjacent residential uses to be developed at this location. The table presented this
evening by staff will be incorporated into the Consolidated Land Use Plan.

amending Article V, "Boards and Commissions and Committees," of Chapter 2,
"Administration," of the Southlake Code of Ordinances, subject to the Staff Report dated
May 14, 2020, and noting the following:
- The purpose of this ordinance is to create term limits for City board and commission
members. It will limit board members to three successive two-year terms, beginning
with the first appointments made after the passage of this ordinance. It also provides
that City Council will appoint board chairs; and,
- Providing an additional two-year term to be served as chair appointed by the City
Council; and,
- Board and commission members with expiring terms can be appointed immediately
thereafter to another board or commission; and,
- Board and commission members whoareterm limited

- The TCC is requesting a variance to the Noise Nuisances regulations of the City to allow
course maintenance operations beginning at 6:00 AM. The variance request will be
limited to allowing maintenance to occur only on Holes 1, 2, 9 and 10 as well as the
putting green (located near the club house) and the chipping green (located between
holes 9 & 10) starting at 6:00 AM. Other course maintenance operations and activities
will be between 7:00 AM to 9:00 PM "daytime" operating hours.
- The applicant's agreement to daylight savings time; and,
- The applicant's agreement to transport electric vehicles rather than gas powered
vehicles before 7:00 AM; and
- The stipulation of no leaf blowers, rough cutters, or weed eaters before 7:00 AM.
