Call to Order: Chair Medici called the work session to order at 6:09 P.M. 2. Executive Session: No Executive Session was held. 3. Lauren LaNeave, Assistant to the City Manager, presented the results of the 2019 Citizen Satisfaction Survey. 4. Adjournment: Chairman Medici adjourned the work session at 6:33 P.M. REGULAR SESSION: 1. Call to Order: Chair Medici called the Regular Session to order at 6-37 P.M. 2. Executive Session: No Executive Session was held. 3. Approval of thie Minutes: Chair Medici opened the discussion of the minutes of the Zoning Board of Adjustment meeting held on January 30, 2020. A motion was made to approve the minutes of the Zoning Board of Adjustment meeting held on January 30, 2020, Motion: Treichler Second: Reynolds Ayes: Medici, Treichler, Kemins, Reynolds, and King Nays: None Abstain: None Vote: 5-0-0 Motion: Approved Zoning Board of Adjustment Meeting Minutes — February 27, 2020 Page 1 of 4 4. Administrative Comments: Richard Schell, Principal Planner, announced that first meeting in March is canceled due to it falling during spring break week and the next scheduled meeting is March 26, 2020. Agenda Item No. 5.- ZBA19-0021, Special Exception Use per Ord. No. 480, as amended, Section 44.12(1) for a domestic employee or family quarters on property described as Lot 7R1, J.J. Freshour No. 521 Addition, an addition to the City of Southlake, Tarrant County, Texas, and located at 3204 Johnson Rd., Southiake, Texas. Current Zoning: "SF -113 " Single Family Residential District. Planner Schell presented details of the case with a slide show presentation to the Board. The applicant, Benjamiin W. Ng, is requesting approval of a Special Exception Use per Ord. No, 480, as amended, Section 44.12(1) for a domestic employee or family quarters to allow an approximately 3,080 sq. ft. domestic employee or family quarters in a portion of an existing approximately 5,1110 square foot accessory building. Chair Medici opened the public hearing and called upon the applicant or the applicant's representative to make such comments and present evidence as the applicant should desire. Benjamin W. Ng, 2306 Watercrest Drive, Keller Texas, the applicant and owner, once sworn in, presented testimony and answered questions from, the Board. Chair Medici asked if there were those in the audience who wished to speak in favor of the request. There being none, Chair Medici asked if there were those in the audience who wished to speak in opposition to the request. There being none, Chair Medici closed the public hearing and opened the item for discussion from the Board. A motion was made to approve case ZBA1 91-0021 with the following conditions: that the owner file with the Department of Planning and Development Services the single lease for the property and that all subsequent leases are single leases showing that the property is, leased to family members and that they are also filed with the City, and approved per the plans shown but with the garage doors removed from the covered patios. Motion: Treichler Second: Reynolds Ayes: Medici, Treichler, Kernins, Reynolds, and King Nays: None Abstain: None Vote: 5-0-0 Motion: Approved Agenda Item No. 6. - ZBA20-0002, Variance to Zoning Ordinance No. 480, as amended, Section 34.2,e requiring accessory buildings to not exceed one story or 14' in height and Zoning Board of Adjustment Meeting Minutes — February 27, 2020 Page 2 of 4 Special Exception Use per Zoning Ordinance No. 480, as amended, Section 44.12(2) for the construction of accessory buildings or structures of a size or aggregate size greater than permitted on property described as Lot 13, Block 2, Coventry Manor Phase 1, an addition to the City of Southlake, Tarrant County, Texas, and located at 924 Turnberry Ln., Southlake, Texas. Current Zoning-, "'R -PUD" Residential Planned Unit Development District. Planner Schell presented details of the case with a slide show presentation to the Board. The applicant, Kim and Sandra Karlsson, is requesting approval of a Variance to Zoning Ord. No. 480, Section 34.2.e requiring accessory buildings to not exceed one story or 14' in height to allow an accessory building to be one and a half stories and approximately 17' in height and also a Special Exception Use per Zoning Ord. No. 480, as amended, Section 44.12(2) for the construction of accessory buildings or structures of a size or aggregate size greater than permitted to allow an approximately 816 square foot detached garage. The maximum area permitted for the sum total of accessory buildings on a lot in the "R -PUD" zoning district is 600 square feet. Chair Medici opened the public hearing and called upon the applicant or the applicant's representative to make such comments and present evidence as the applicant should desire. Kim Karlsson, 924 Turnberry Lane, Southlake, Texas, the applicant and owner, once sworn in, presented testimony and answered questions from the Board. Brian Seamen, 6701 Hayworth Hwy, Granbury, Texas, the applicant's representative, once sworn in, presented testimony and answered questions from the Board. Chair Medici asked if there were those in the audience who wished to speak in favor of the request. There being none, Chair Medici asked if there were those in the audience who wished to speak in, opposition to the request. Esther and Dennis Spickler, 926 Turnberry Lane, once sworn in, presented testimony, and answered questions from the Board. Chair Medici closed the public hearing and opened the item for discussion from the Board. Kim Karlsson, the applicant and owner, requested to table the item to the April 16, 2020 meeting. A motion was made to table case ZBA20-0002 to the April 16, 2020 meeting.
