CC: File – VLK 20062 Date: April 8, 2020 RE: Florence Elementary School Replacement – Site Plan Submittal A new Florence Elementary School replacement campus will be constructed to replace the existing facility. The new building will bring its learning spaces more in line with other Keller ISD elementary school and the District’s adopted educational specifications. The new building will be constructed south of the existing facility and will be under construction while the current school is operational. There will be a phased approach to the construction of the new campus and the existing building will be demolished upon completion of the proposed building and associated improvements. Construction is scheduled to begin in May 2020 and completed by August 2021. Existing & Proposed Traffic Pattern Per the City meeting on 2/25/2020, a TIA was not required and the City was acceptable with providing a queuing analysis for the campus. Currently, the parent loop for the existing campus is from Harrell Drive along the north end of the campus and the bus loop is along the south side of the existing building. Based on the proposed site layout, the parent loop will be near the south side of the site and south of the proposed building and the bus loop will be along the north end of the proposed building. The proposed parent loop for the student pick up/drop-off is designed to be 24’ wide to accommodate 2 lanes of queuing. Per the queuing analysis, all queued vehicles will be maintained within the school property during the peak periods and not impede the flow of traffic on adjacent streets. The parent loops are designed to minimize or eliminate any crossing of traffic flows within the queuing area. Variance Requests Variance to Driveway Ordinance No. 634, Section 5.2.d Required Internal Storage (stacking / Minimum Throat Length) • Request to allow a 51’ stacking depth for north driveway (bus loop drive) and south driveway (parent loop) along Harrell Drive. Variance to Zoning Ordinance No. 480, Section 39.6.a and 39.6.f • Section 39.6.a - Request to provide 6’ vinyl-coated chain-link fence along Johnson Road and to replace the existing 4’ chain-link fencing that is existing along Johnson Road. • Section 39.6.f - Request to keep the existing 6’ chain-link fencing along the south property line in additional landscaping is provided for screening.
