CONSIDER: APPROVAL OF THE FEBRUARY 20, 2020 PLANNING AND ZONING MEETING. Vice Chairman Greer made a motion to approve the February 20, 2020 Planning and Zoning meeting minutes. Chairman Kubiak thanked Vice Chairman Greer for chairing the last meeting. *Chairman Kubiak previously announced the Commission would consider the agenda items out of order by hearing items 9 and 10 first , followed by 6 through 8. REGULAR AGENDA: 9. CONSIDER: RESOLUTION NO. 20-007, (ZA20-0010), SPECIFIC USE PERMIT FOR A RESIDENTIAL SOLAR ENERGY SYSTEM ON PROPERTY DESCRIBED AS LOT 3R1, M. MAHAFFEY NO. 916 ADDITION, AN ADDITION TO THE CITY OF SOUTHLAKE, DENTON COUNTY, TEXAS AND LOCATED AT 245 E. BOB JONES ROAD, SOUTHLAKE, TEXAS. CURRENT ZONING: “SF-2” SINGLE FAMILY RESIDENTIAL DISTRICT. SPIN NEIGHBORHOOD #1. PUBLIC HEARING Planner, Patty Moos came forward to present Item 9, ZA20-0010. Staff opened for questions. The Commission asked questions regarding the proposed panels. Chairman Kubiak called the applicant to come forward. Applicant and owner, Todd Hamar , 245 E. Bob Jones Rd., Southlake, TX, came forward to answer questions. Chairman Kubiak opened the public hearing. No one came forward. Chairman Kubiak closed the public hearing. WHITE CHAPEL BLVD., TEXAS. CURRENT ZONING: “CS” COMMUNITY SERVICES DISTRICT. SPIN NEIGHBORHOOD #9. PUBLIC HEARING 8. CONSIDER: RESOLUTION NO. 20-010, (ZA20-0013), SPECIFIC USE PERMIT FOR OUTDOOR SALES AND SERVICES FOR CAMP GLADIATOR ON PROPERTY DESCRIBED AS LOT 5R, GREEN MEADOW SUBDIVISION, AN ADDITION TO THE CITY OF SOUTHLAKE, TARRANT COUNTY, TEXAS LOCATED AT 800 S. KIMBALL AVE., TEXAS. CURRENT ZONING: “CS” COMMUNITY SERVICES DISTRICT. SPIN NEIGHBORHOOD #8. PUBLIC HEARING Planner, Lorrie Fletcher came forward to present Items 6, 7 and 8; ZA20-0011, ZA20- 0012 and ZA20-0013. Staff opened for questions. The Chairman asked questions regarding any past noise complaints or other complaints noted by City Code Enforcement. Staff stated there were no formal complaints and that the proposed activities are subject to City noise ordinance regulations. Chairman Kubiak called the applicant to come forward. Applicant, Carol Martin (Camp Gladiator), 1120 Tealwood Court, Southlake, TX, came forward to answer questions. Chairman Kubiak opened the public hearing for all three agenda items. Dwayne MacTavish, 2809 Brookshire Drive, Southlake, TX, discussed his concerns regarding the St. John church Camp Gladiator location and the north parking lot activ ity schedule and noise. He stated he didn’t like the start time of 4:45 a.m. and asked that the start time be no earlier than 5:30 a.m. He also talked about litter along Continental Blvd. and suggested the Camp Gladiator group consider adopting the street in helping with that particular issue. Chairman Kubiak closed the public hearing. Applicant, Carol Martin, returned to the podium and stated the earliest north parking lot start time is 4:45 p.m. and the earliest south parking lot start time is 5 a.m. However, she pointed out that the scheduled start time proposed allows for the trainer s to come and set up… the actual activities start around 30 minutes later. A motion was made to approve Item 6, ZA20-0011 subject to the Staff Report dated Planning & Zoning Commission Meeting Minutes – March 5, 2020 Page 5 of 5 February 28, 2020 and as presented; granting a 5-year approval period. Motion: Greer Second: Phalen Ayes: Torre-Lepp, Rothmeier, Greer, Kubiak, Springer, Phalen Nays: None Abstain: None Approved: 6-0 A motion was made to approve Item 8, ZA20-0013 subject to the Staff Report dated February 28, 2020 and as presented; granting a 5-year approval period and noting the applicant’s agreement not to start training activities earlier than 5:30 a.m. and their willingness to talk with their neighbor regarding any issues prior to the City Council meeting.
