Review, discuss and make recommendations on proposed Gifford Court Cottages, a single family residential development consisting of 109 single family homes on approximately 11.09 acres, located at 755 Randol Mill Ave., generally located northeast of the intersection of Florence Rd. and Randol Mill Ave. and southeast of the intersection of the private drive known as Dream Maker Ct. and Randol Mill Ave. 5. Review, discuss and make recommendations proposed redevelopment of Florence Elementary School within the Keller ISD on approximately 13.89 acres located at 3095 Johnson Rd., generally located on the southeast Johnson Rd. and Harrell Dr. 6. Review, discuss and make recommendations on proposed changes to Kimball Park for a new business known as Artful Living to be located at 2112 E. SH 114, generally located northwest of the intersection of E. SH 114 and N. Kimball Ave. 7. Review, discuss and make recommendations for Dogtopia, a proposed daycare and spa for dogs, located in Southlake Market Place at 2225 W. Southlake Blvd., Suites 451 and 459, generally located at the southeast intersection of Davis Blvd. and W. Southlake Blvd, just west of Urban Air Adventure Park. 8. Review, discuss and make recommendations on the Wilks property for a proposed development to include a hotel and two (2) restaurants located on an approximately 6 acres of property addressed as 1901 W. Kirkwood Blvd. and located at the corner of W. SH 114 and W. Kirkwood Blvd. 9. Adjournment. MEETING OVERVIEW: On January 29, 2020 the Southlake 2035 Corridor Planning Committee held their twenty-sixth meeting. The Committee was sent a packet of materials prior to the meeting that were to be discussed during the session. A meeting agenda was posted and the meeting time was advertised on the City's website. The following meeting report focuses on discussion points made during the meeting by members of the Committee, public and City staff. This report is neither verbatim nor does it represent official meeting minutes; rather it serves to inform elected and appointed officials, City staff, and the public of the issues and questions raised by the Committee, City staff, and any attendees of the meeting. CITY OF SOUTHLAKE 0 ITEM #5 DISCUSSION — Review, discuss and make recommendations proposed redevelopment of Florence Elementary School within the Keller ISD on approximately 13.89 acres located at 3095 Johnson Rd., generally located on the southeast Johnson Rd. and Harrell Dr. Staff presentation: Patty Moos • Proposing to build a new school at the south end of property o North end of property is where the existing school is located • Future Land Use: Public/Semi-Public • Current Zoning: CS • Adjacent to Royal and Annie Smith Park • Proposed school — front section of the school will be one story, back section of the school will be two story Questions for staff by the Committee: Frances Scharli: Are there plans to keep the existing school building? Patty Moos: No, the old school will be demolished after the new one is built Applicant presentation: • November Bond Referendum Passed in KISD — this elementary school is slated to be reconstructed with a new school o Due to rising maintenance costs • Existing school will remain active while the new school is being constructed o Kids will attend existing school while new school is being built next to it • Current elementary has 512 students o The new elementary building will hold 572 students • Currently 148 parking spaces on existing campus o The idea is to expand parking with the new structure to have approx. 170 parking spaces • Plans to improve queuing on the south side of the campus • Maximum building height on east side of campus = 34ft • Maximum building height on west side of campus = 34.4ft • Buffers and residential adjacency are on our radar Questions for applicant by the Committee: Chad Patton: Why does the district want to demo the building and not just remodel/expand/grow off the existing structure? Applicant: The age of the building and the costs to maintain it are rising (energy/maintenance costs). The district is looking at long term. Austin Reynolds: Plans to demo the old school and just have open land? Once the new building is constructed, the students will move to new building and the old site will be demoed. No plans for any new structures on the demoed site. Michael Springer: Since all the parking is out on the road, I do not see any landscaping to shield the parking lot. Please include landscaping and maintain it well to keep the aesthetics looking nice. Applicant: This is a tight site plan with what they want to accomplish. The burming will be difficult because of an existing bar ditch, but we can work with a landscape architect to provide more landscaping on the front. Frances Scharli: Do you know if this property will connect to the park? Applicant: There is a fence along the east property line, and there does not seem to be any intention of connecting to the park; however, we will need to discuss. Frances Scharli: I remember there was no interest for KISD to have a pathway, but now there might be interest. Ken Baker: There is a recommendation in our Parks Master Plan to include connectivity to provide easier access to the park for residents that can use a portion of the school property. There is an extensive walking trail through the park and adding a connection point is a recommendation (if that could be accommodated). Applicant: The only challenge with that is the school district wants to promote safety and secure the building. They do not want someone to be able to come from the park side to endanger the school, but we will see what we can do to satisfy everyone. Daniel Kubiak: Have you had any dialogue with surrounding neighbors? Applicant: Not yet, but I'll discuss that with the district and make that recommendation. John Huffman: Will any playgrounds or playfields be lighted? Be mindful about residential adjacency. Applicant: They are not lighted now and possibly will not be. Frances Scharli: SPIN is a good idea.
