Extension to Atkins Brothers Equipment Co. in an amount not to
exceed $1,321,624.
Background
Information:
As part of the City's 2030 Comprehensive Plan, this project will
address gaps in the water distribution system within and around the
NuStar, Magellan, and Explorer fuel farm facilities, located at the
northeast quadrant of Brumlow Avenue and State Highway 26. The
Fuel Farm Water Line Extension project will extend the water
distribution system from Brumlow Avenue to East Continental
Boulevard. This installation will improve water quality by eliminating
multiple, existing dead-end mains within this area. In addition, this
installation will provide fire protection within and around these fuel
farm facilities. This project will add approximately 6,900 linear feet of
12-inch public water line to the City's system.
Solicitation of bids for this project began on February 9, 2020 and
sealed bids were received and opened on March 10, 2020. The 8
bids received for this project are shown in below bid tabulation:

City staff and the design consultant, McManus & Johnson Consulting
Engineers, LLC. reviewed and scored the submitted bids based on
the best value criteria described in the project manual. The
evaluation criteria for this bid are Proposed Contract Price,
Qualifications and Experience, and the Vendor's Past Relationship
with the City. The evaluation of materials and references provided
led to the recommendation of Atkins Brothers Equipment Co. for this
project.
The bid from Atkins Brothers Equipment Co. came in at
$1,321,624.00, which includes a $170,000 contingency for
construction expenses that may arise due to unforeseen field
conditions.
Financial
Considerations: Funding for the Fuel Farm Water Line Extension project is budgeted
as part of the approved Capital Improvement Program. The
agreement is within the project budget.
