EXECUTIVE
SUMMARY: Camp Gladiator is requesting approval of a Specific Use Permit for Outdoor Sales
or Services on property described as Lots 5 & 7, Block 1, Southlake Crossing
Phase II, an addition to the City of Southlake, Tarrant County, Texas located at
2101 & 2001 W. Southlake Blvd., Southlake, Texas. Current Zoning: “C-3”
General Commercial District. SPIN #10.
DETAILS: Southlake Marketplace is located on the southeast corner of West Southlake
Blvd. and Davis Blvd. The existing Hobby Lobby store is a major anchor in this
development.
Camp Gladiator is requesting approval for the renewal of three (3) Specific Use
Permits for three (3) locations within the City of Southlake. The sites are located
at the White Chapel United Methodist Church (ZA20-0012), Hobby Lobby parking
lot in the Southlake Marketplace (ZA20-0011), and St. John’s Baptist Church
(ZA20-0013). Camp Gladiator is no longer using the previously approved Hills
Church location (ZA17-028). The details contained in this staff report relate to the
Specific Use Permit request for the Southlake Marketplace – Hobby Lobby
location. There are no changes to the boundary or details from the previously
approved Specific Use Permit at this location (ZA17-021). The applicant is
requesting a 5-year approval period.
At the Southlake Marketplace – Hobby Lobby location, Camp Gladiator is seeking
approval of a Specific Use Permit to allow outdoor training primarily in the parking
lot in front of the Hobby Lobby store with an alternate training area, in case of
rain, under cover along the store fronts on the adjacent lot to the northeast.
Southlake Marketplace is located on the southeast corner of the intersection of
Davis Blvd. and W. Southlake Blvd. Camp Gladiator will be using the proposed
site for multiple outdoor boot camps with a maximum of 30 participants at a
session. Each camper will utilize one parking space and a respective space
within the parking lot during the workouts. Workouts, or “camps,” are only held
during non-business hours at this location so as to minimize the impact to the
traffic flow during Hobby Lobby’s normal business hours which are 9 am to 8 pm,
Monday – Saturday.

a maximum of 30 participants at a session. Parking will be in the area
directly east of the workout location.

HISTORY: Specific Use Permits granted at this location:
April 7, 1998; City Council approved a Specific Use Permit for the outside
storage and display of plants and garden supplies for Albertsons (ZA98-
015).
October 18, 2016; City Council approved a Specific Use Permit for a Mass
Gathering to allow an automobile show event (ZA16-077).
April 18, 2017; City Council approved a Specific Use Permit for Outdoor
Sales and Services for Camp Gladiator at this location subject to the staff
report and presentation. The approval was for a 3-year period (ZA17-
021).
CITIZEN INPUT: A SPIN meeting was held for the original application on March 28, 2017.
During the three (3) years the applicant has used this location, there have
not been any formal complaints.
PLANNING & ZONING
COMMISSION: March 5, 2020; Approved (6-0) subject to the Staff Report dated February
28, 2020 and as presented for a 5-year period.
CITY COUNCIL: March 17, 2020; Approved to Table (5-0) on Consent to a future meeting
date.
STAFF COMMENTS: Due to the limited scope of the request, a staff review was not generated.
Location of activities shown in parking lot area; ensure that no fire lane
access is blocked at any time with the described workout equipment.
Note: A specific use permit shall automatically expire if a building permit
is not issued and construction begun within six (6) months of the
granting of the specific use permit or if the use shall cease for a
period of six (6) months.
45.12 SPECIFIC REGULATIONS FOR OUTDOOR SALES OR
SERVICES

a. Approval of a specific use permit for outdoor sales or services
shall be based upon an analysis of the location, the site layout and
design features, the assurance that the adjoining streets can
handle higher volumes of traffic during peak hours of traffic
loading without a requirement to divert traffic onto traditional
residential streets and the compatibility of the proposed use with
adjacent land uses.
b. A fixed time period (specific dates) for the outdoor sale or service
activity to commence shall be established in the specific use
permit. The permit for the sale or service activity shall be
established and unless otherwise stated in the permit, shall be
valid one year from the date of approval by the City Council.
c. Regulations for any structure used to conduct the outdoor sale or
services activity including but not limited to, size, color, location of
equipment, lighting and signage shall be established in the
specific use permit.
d. The location of outdoor sale or service activity shall not reduce the
parking requirements or effectiveness of landscaped or buffer
areas and the areas for the display of merchandise shall not
adversely impact the ability of pedestrians or vehicles to move
about the lot.
e. The site must provide adequate ingress and egress.
f. Provisions for waste collection, recycling and/or disposal may be
established in the specific use permit.
g. Each sidewalk or pedestrian way on the approved site plan shall
be a minimum of forty-four inches (44”) in width. Additional width
may be required and pedestrian ways shall be subject to the
Americans with Disability Act Accessibility Guidelines for Building
and Facilities.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS, GRANTING A SPECIFIC USE PERMIT
FOR OUTDOOR SALES OR SERVICES ON PROPERTY
DESCRIBED AS LOTS 5 & 7, BLOCK 1, SOUTHLAKE
CROSSING PHASE II, AN ADDITION TO THE CITY OF
SOUTHLAKE, TARRANT COUNTY, TEXAS, LOCATED AT 2101
& 2001 W. SOUTHLAKE BLVD., SOUTHLAKE, TEXAS. MORE
FULLY AND COMPLETELY DESCRIBED IN EXHIBIT “A”, AND
AS DEPICTED ON THE APPROVED PLAN ATTACHED HERETO
AND INCORPORATED HEREIN AS EXHIBIT “B” AND
PROVIDING AN EFFECTIVE DATE.
WHEREAS, a Specific Use Permit for outdoor sales or services has been requested by a
person or corporation having a proprietary interest in the property zoned as “C-3” General
Commercial District; and,
WHEREAS, in accordance with the requirements of Sections 45.1(39) and 45.12 of the
City’s Comprehensive Zoning Ordinance, the Planning and Zoning Commission and the City
Council have given the requisite notices by publication and otherwise, and have afforded the
persons interested and situated in the affected area and in the vici nity thereof; and,
WHEREAS, the City Council does hereby find and determine that the granting of such
Specific Use Permit is in the best interest of the public health, safety, morals and general welfare
of the City.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS:
SECTION 1.
A Specific Use Permit is hereby granted to allow outdoor sales and services on property within
the City Of Southlake, Texas, more fully and completely described in Exhibit “A”, and as depicted
on the approved plan attached hereto and incorporated herein as Exhibit “B” and providing an
effective date, subject to the provisions contained in the comprehensive zoning ordinance and
the restrictions set forth herein. The following specific requirements and special conditions shall
be applicable to the granting of this Specific Use Permit:

SECTION 2.
This resolution shall become effective on the date of approval by the City Council.
