STAFF PRESENT: City Manager Shana Yelverton, Assistant City Manager and Director of Economic Development & Tourism Alison Ortowski, Assistant City Manager Ben Thatcher, Assistant to the City Manager Lauren LaNeave, Chief Performance & Innovation Officer Dale Dean, Deputy Director of Public Relations Pilar Schank, Chief Financial Officer Sharen Jackson, Director of Community Services Chris Tribble, Deputy Director of Economic Development Daniel Cortez, Assistant Police Chief Ashleigh Casey, Fire Chief Mike Starr, Director of Human Resources Stacey Black, Deputy Director of Information Technology Jerry Weitzel, Senior Director of Planning and Development Services Ken Baker, Director of Public Works Rob Cohen, Assistant City Attorney Cara White, and City Secretary Amy Shelley. VIDEO CONFERENCE MEETING: 1. CALL TO ORDER Video Conference Meeting was called to order by Mayor Laura Hill at 5:30pm. 2A. EXECUTIVE SESSION Executive Session was not necessary for this video conference meeting. VIDEO CONFERENCE MEETING ITEMS: 3. DISCUSS AND CONSIDER ADOPTING RESOLUTION NO. 20-015 EXTENDING THE MAYOR’S FIRST AMENDED DECLARATION OF A DISASTER. APPROVED Motion was made to approve Resolution No. 20-015, Extending the Mayor’s First Amended Declaration of a Disaster, noting that the City Council is extending the First Amended Declaration until terminated by order of the City Council; also noting that the City’s local disaster declaration conditions will change as needed under this extension to reflect county, state and federal government orders and declarations issued from this day forward in response to the Coronavirus Disease 2019 public health emergency. CONSIDER ADOPTING RESOLUTION NO. 20-016 ORDERING THE POSTPONEMENT OF THE MAY 2, 2020 GENERAL ELECTION FOR THE PURPOSE OF ELECTING CITY COUNCIL FOR PLACE 1 AND PLACE 6 TO THE NOVEMBER 3, 2020 UNIFORM ELECTION DATE AS A RESULT OF THE GOVERNOR’S PROCLAMATION ISSUED ON MARCH 18, 2020. APPROVED Motion was made to approve Resolution No. 20-016, directing the City Attorney to add language to postpone the election until November 3, 2020 OR an earlier optional date that may be specified as an alternative in a future order issued by the Governor. Motion: McCaskill Second: Huffman Ayes: Shafi, McCaskill, Patton, Hill, Smith, Huffman, Archer Approved: 7-0 5. CONSIDER ADOPTING RESOLUTION NO. 20-017 ORDERING THE POSTPONEMENT OF THE MAY 2, 2020 CITY BOND ELECTION FOR THE ISSUANCE OF A GENERAL OBLIGATION BOND TO THE NOVEMBER 3, 2020 UNIFORM ELECTION DATE AS A RESULT OF THE GOVERNOR’S PROCLAMATION ISSUED ON MARCH 18, 2020. APPROVED Motion was made to approve Resolution No. 20-017, directing the City Attorney to add language to postpone the election until November 3, 2020 OR an earlier optional date that may be specified as an alternative in a future order issued by the Governor. There being no one wishing to participate, Mayor Hill closed the public forum at 5:57pm. 6. ADJOURNMENT Mayor Hill adjourned the video conference meeting at 5:58pm.
