20-015WHEREAS, on March 23, 2020, the Mayor issued a First Amended Declaration of Disaster and
Public Health Emergency for the City of Southlake, Texas resulting from evidence of local
community spread during the outbreak of Coronavirus Disease 2019 (COVID-19), and in an effort
respond quickly to prevent and alleviate the suffering of people exposed to and those infected
with the virus, as well as those that could potentially be infected or impacted by COVID-19.
WHEREAS, the conditions necessitating declaration of a state of disaster continue to exist; and
WHEREAS, §418.108(b) of the Texas Government Code provides that a local state of disaster
may not be continued for a period of excess of seven days without the consent of the governing
body of the political subdivision;
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL of SOUTHLAKE, TEXAS:
That the First Amended Declaration of Disaster and Public Health Emergency proclaimed
for the City of Southlake by the Mayor on March 23, 2020, shall continue until terminated
by order of the CITY COUNCIL. Such extension shall apply to any revision of the
declaration necessitated by revisions to rules, regulations and limitations issued by Tarrant
County, Denton County, and the State of Texas executive orders or disaster declarations
issued by those entities for the Coronavirus Disease 2019 public health emergency as
applicable to the City of Southlake.
2. That the termination of the state of disaster will be decided upon based on weekly review
conducted by the City of Southlake City Manager and Mayor.
3. That the City's Emergency Management Plan shall continue to be implemented. Any
violation of rules, regulations, or directives adopted pursuant to the Emergency
Management Plan or the Declaration of Disaster shall be subject to the penalties set forth
in the Emergency Management Plan and Section 418.173, Texas Government code..
