CAPITAL IMPROVEMENT ADVISORY COMMITTEE MEETING FEBRUARY 20, 2020

MEMBERS PRESENT: Chris Greer, Amy Torres-Lepp, Scott Dyche, Michael Springer, Craig
Rothmeier and Gina Phalen.
STAFF PRESENT: Chief Financial Officer, Sharen Jackson; Deputy Director of Planning and
Development Services, Dennis Killough; Planner; Patty Moos; Planner, Lorrie Fletcher; Deputy
Director of Public Works, Kyle Hogue, Civil Engineer of Public Works, Kevin Ferrer; Deputy Fire
Chief/ Fire Marshal, Kelly Clements; and Commission Secretary, Selena Serrano.

Item No. 1- Call to Order:
Vice Chairman Greer called the meeting to order at 5:37 P.M.
Item No. 2 — Administrative Comments:
No Comments were made.
Item No. 3- Evaluate the Implementation of the 10 Year Capital Improvement Plan for Water,
Sewer and Roadway:
Deputy Director of Public Works, Kyle Hogue provided an overview on the purpose of the 10 year
Capital Improvement Plan for Water, Sewer and Roadway and the actions that the Committee
would be considering this evening which was to the implementation of the Impact Fee Capital
Improvements Program and report any perceived inequities in implementing the plan or imposing
the impact fee.
Member Rothmeier asked if any projects would be at risk.
Item No. 4- Review and approve the semi-annual report to City Council with respect to the
Implentation of the 10 year Capital Improvement Plan for Water, Sewer and Roadway:
Chief Financial Officer, Sharen Jackson came forward and provided the Committee a status report
with the respect to the implementation of the Impact Fee Capital Improvements Plan and Impact
fees that have been collected.
Following the presentation the Vice Chairman asked the committee if they had any questions or
if there are any perceived inequities in implementing the plan or imposing the impact fee.
The committee indicated that there were no perceived inequities in implementing the plan or
imposing the impact fee.
A motion was made that this Capital Improvements Plan for Water, Sewer and Roadway is hereby
submitted to the Southlake City Council by the Capital Improvements Advisory Committee on this
the 20th day of February 2020. We find no perceived inequities in implementing the plan or
