EXECUTIVE
SUMMARY: Ward Architecture, PLLC, representing the owner, Barger Equity Group, is requesting
approval of a Site Plan for the development of an 10,669 square foot one story office
building on property being described as Lot 6, Players Circle Addition, an addition to
the City of Southlake, Tarrant County, Texas located at 220 Players Circle, Southlake
Texas. Current Zoning: "C-3" General Commercial District. SPIN Neighborhood #10.
DETAILS: The property is generally located approximately 490 feet south of the intersection of
Players Circle and W. Southlake Blvd.
The applicant is proposing the development of an 10,669 square foot two story office
building on the undeveloped lot with 3,450 sf of medical office space and 6,219 sf of
general office space. The proposed site plan conforms to the current zoning , “C-3”
General Commercial District and land use designation. The driveway and building
orientation on the Site Plan are generally consistent with the approved Concept Plan
for the Players Circle subdivision.

BACKGROUND INFORMATION

CITIZEN INPUT: A SPIN meeting was not held for this site plan.
HISTORY: City Council placed the “C-3” zoning on a portion of the property with adoption
of the Comprehensive Zoning Ordinance No. 480 on September 19, 1989.
On April 19, 2005, City Council approved a Zonin g Change and Concept Plan
and a Preliminary Plat for this and other lots within Players Circl e (ZA05-010
and ZA05-011)
A Final Plat (ZA05-084) was approved by the Planning & Zoning Commission
on September 8, 2005 and filed with Tarrant County on March 28, 2006.
SOUTHLAKE 2030 Pathways Master Plan:
A 6’ sidewalk currently exists along W. Southlake Boulevard. A five (5) foot
sidewalk is proposed along Players Circle adjacent to this site.
TREE PRESERVATION: The approval of the current zoning and C oncept Plan under Ordinance No.
480-453, and Case ZA05-010, vested this property under the regulations of
the Tree Preservation Ordinance 585-B. The applicant is providing a good
faith effort in preserving the existing trees. The proposed improvements are
almost the same as shown on the approved Concept Plan and the trees which
fall within the building pad area would be allowed to be removed anyways.
One of the existing trees within the building pad area is proposed to be
relocated and planted back on site. Three (3) existing trees are proposed to
be preserved within the west bufferyard area.

The proposed site will have one driveway access point directly onto Players

Circle with connectivity to Southlake Marketplace. Players Circle intersects
with W. Southlake Boulevard approximately 480 feet to the north of the Lot 6
property.
W. Southlake Boulevard is a 7-lane, divided thoroughfare with a continuous
landscape median with left-turn lanes. Players Circle is a 2 -lane, local
commercial street serving the retail develo pment.
In the Southlake 2030 Corridor and Urban Design Plan/Median Plan
recommends a possible traffic signal at the Players Circle/Meadow Lark
intersection as this is a full median opening.
Mobility Plan Section MT24: In addition to limited access for
Southlake Marketplace, immediately to the east at Players
Circle and Meadowlark there are also some difficulties with
traffic access. If the project at Southlake Marketplace (MT23)
is not implemented a traffic signal is recommended to be
installed at this location.

TREE CONSERVATION COMMENTS:
* The approval of the current zoning and Concept Plan under Ordinance No. 480-453, and Case ZA05-
010, vested this property under the regulations of the T ree Preservation Ordinance 585-B. The
applicant has the option to request that the development of the property be regulated by the current
Tree Preservation Ordinance 585-E.
Under the regulations of Tree Prese rvation Ordinance 585-B the allowed removal of protected trees
are as follows:
Non-residential Development: In a non-residential development, all protected trees that the
Landscape Administrator determines must be altered in order to insta ll utility lines within public
R.O.W. or public utility or drainage easements as shown on an approved Final Plat, or to install fire
lanes, required parking areas and building pad sites as shown on an approved Site Plan, shall be
exempt from the tree protection and tree replacement requirements listed in Sections 7 and 8 of this
Ordinance. Any protected trees within these areas that the Landscape Administrator determines do
not have to be altered shall be subject to the tree protection requirements listed i n Section 8 of this
Ordinance, but not to the tree replaceme nt requirements listed in Section 7 of this Ordinance. All

other areas of the development shall be subject to both the tree replacement and the tree protection
requirements, and all other provisions of this Ordinance.
* EVALUATIONS: The Landscape Administ rator shall evaluate any plans required by this Ordinance to
determine whether the developer has made a good-faith effort to preserve as many protected trees
as possible. The Landscape Administra tor shall prepare an analysis and forward it to the Planning
and Zoning Commission and the City Council for their consideration regard ing denial or approval of
any concept plan, site plan, and preliminary plat that is necessary for development. The Planni ng
and Zoning Commission and the City Council shall take into consideration the criteria for tree
preservation listed in Section 4.5 o f this Ordinance in determining whether to deny or approve any
concept plan, site plan, or preliminary plat.

site plan, or preliminary plat.
a. Whether or not a reasonable accommodation or alternative solution can be made to
accomplish the desired activity without the alteration of the tree;
b. The cost of preserving the tree;
c. The increased development costs caused by preserving the tree;
d. Whether the tree is worthy of preservation;
e. The effect of the alteration on erosion, soil moisture, retention, flow of surface waters, and
drainage systems;
f. The need for buffering residential areas from the noise, glare, and visual effects of
nonresidential uses;
g. Whether the tree interferes with a utility service;
h. Whether the proposed tree replacement procedures pursuant to Section 7 of this Ordina nce
adequately mitigate the alteration of the tree; and
i. Whether the alteration adversely affects the public health, sa fety or welfare.
* Development Evaluation
The applicant is providing a good fa ith effort in preserving the existing trees. The propo sed
improvements are almost the same as shown on the approved Concept Plan and the trees which fall
within the building pad area would be allowed to be removed anyways. One of the ex isting trees
within the building pad area is proposed to be relocated and planted back on site. Three (3) existing
trees are proposed to be preserved within the west bufferyard area.
* Please be aware that all existing trees shown to be preserved on the City Council approved Tree
Conservation Plan must be preserved and protecte d during all phases and construction of the
development. Alteration or removal of any of the existing trees shown to be pr eserved on the
approved Tree Conservation Plan is a violation of the Tree Preservation Ordinance and the zoning as
approved by the Sou thlake City Council. Please ensure that the layout of all structures, easements,
utilities, structures grading, and any other structure proposed to be constructed do not conflict with
existing trees intended to be preserved.

LANDSCAPE COMMENTS:
1. The approval of the current zoning and concept p lan under Ordinance No. 48-453, and case ZA05 -
010, established the required bufferyards for each lot within the development. For Lot 6, no
bufferyards are required along the north and east property lines. The bufferyards may still be
provided but are not required.

GENERAL COMMENTS:
This review is preliminary. Additional requirements may be neces sary with the review of civil
construction plans.
Provide Stormwater Pollution Prevention Plan per TXR150000. The plan must include all required
elements in Part III, Section F of the permit. The City of Southlake espec ially reviews Part III, Section
F, (1) (g), Maps. The review is for completeness of a p lan to prevent pollution (especially sediment) to
the Separate Storm Sewer System. It is highly recommended the project manager provide a series of
maps for complex proj ects, including one map showing cont rols during mass grading and
infrastructure, one map showing controls during vertical construction, and one map showing final
stabilization (may be but not always equitable to the landscape plan). Please include timeline s in
relation to the project activities for installation and removal of controls. SWPPP shall be submitted
by second review of the civil construction plans.
Submit with Civil Construction Plans a Retaining Wall Layout sheet as needed.
Retaining walls greater than 4-feet including the footing shall require structural plans prepared by a
registered engineer in the State of Texas. Retaining walls shall require a permit from the Building
Inspections Department prior to construction.
* Street intersections shall comply with TDLR/ADA accessibility standards.
* Sight distances shall comply with AASHTO guidelines on adjacent collectors and arterials.
* Sidewalk widths shall conform to the Southlake Pathways Plan.
* Use the City of Southlake GPS monuments whenever possible. Monument locations can be

* Water and sanitary sewer cannot cross property lines without being in an easement or right of
way. All waterlines, sanitary sewer and storm sewer in easements or right of ways must be
constructed to City standards.
WATER COMMENTS:
1. Commercial and industrial developments requir e fire hydrant spacing of 300’ maximum for non-
sprinkled buildings or 600’ for sprinkled buildings.
* The size of the water service tap must match the size of the meter. There are no reducers
allowed before the meter on the public side. An one-inch meter must have an one-inch tap, etc.
* Water meters and fire hydrants shall be located in an easement or right of way.
* Fire lines shall be separate from service lines.
SANITARY SEWER COMMENTS:
1. Minimum size for sanitary sewer is 8”. Sanitary sewer service lines shall connect to public sanitary
sewer system built to City standards.
DRAINAGE COMMENTS:
1. It appears the Southlake Marketplace development to the west accounted for developed runoff.
Detention is not required as long as there is no adverse impact to the development.
* Discharge of post development runoff must have no adverse impact on downstream properties
and meet the provisions of Ordinance No. 605.
INFORMATIONAL COMMENTS:
* Submit 22”x34” civil construction plans and a completed Construction Plan Checklist directly to
the Public Works Administration Department for review. Please allow 15 business days for
review. The plans shall conform to the most recent construction plan checklist, standard d etails
and general notes which are located on the City’s website:

* Submit with Civil Construction Plans a Storm Water Pollution Prevention Plan which outlines pre-
construction, construction and post -construction erosion control measures.
* A geotechnical report will be required for all private and public roadways. The geotechnical report
shall include pavement design parameters for subgrade stabilization.
* Access permit is required prior to construction of the driveway on FM 1938. Permit approval is
required before beginning cons truction. Submit application and plans directly to TxDOT for
review.
* A right of way permit shall be obtained fro m the Public Works Operations Department (817) 748 -
8082 to connect to the City ’s sewer, water or storm sewer system.
* A Developer Agreement may be required for this development and may need to be approved by
the City Council prior to any construction of public infrastructure. Construction plans for these

improvements must be acceptable to Public Works prior to placing the Developer’s Agreement on
the City Council agenda for consideration.
* Any hazardous waste being discharged must be pretreated per Ordinance No. 836.
