Jan. 27, 2020 Re: High Density Living in Southlake Dear: Mayor Hill, and City Council members: Ronell Smith (Place 4) Shahid Shafi (Place 1) Sean McKaskill (Place 2) Huffman (Place 5), Christopher Archer (Place 6) and Chad Patton (Place 3) Planning and Zoning Chairman Kubiak, Vice Chair, Greer and Planning and Zoning Members: Torres-Lepp, Springer Rothmeier Dyche, and Phalen I would like to thank you for your continued volunteerism as public officials for the City of Southlake. Having considered running as a City Council member in the past, I recognize that you all have a special and unique role to play in the development and preservation of our beautiful city. I know it takes countless hours of unpaid time away from your family and friends and a selfless dedication to make our city what it is today. I am grateful to you for your public service and for all you do for Southlake. I have seen both the presentation from Cooper and Co. during the town forum and the facebook live session from councilmen Huffman and McCaskill regarding the proposed "Lake District" project and wanted to take a moment and write about my concerns about rezoning of the land. We have been residents of Southlake for nearly 16 years. We lived here before most of Town Square was developed, when Central Market, Park Place Village, Estes Park and Carrillon were grassy fields filled with wildlife and when there were acres and acres of undeveloped land all over the city. And although the city footprint has drastically changed and many new buildings and subdivisions have been built, we are still proud of the choice we made all those years ago to buy a house and live in Southlake. We, like many of our neighbors invested in this community over ones in Ft. Worth (where my husband commutes to everyday) Colleyville, Keller, Flower Mound and N. Richland Hills for two primary reasons 1. The sense of family and community Southlake has because of its small town, country -like feel and 2. The exemplary and intimate 1 -mascot school district where everyone in every school here is a Carroll Dragon from day 1. I have not found another city anywhere in the country that has these two special and unique features. It has been a wonderful place for us to put down roots, start our family and raise our children. In my opinion, the thought of allowing high-density multi -family apartments per the newest proposal by Copper and Co. to be built in this unique, family -centered city would destroy the community people are moving here to enjoy. There is no value in adding high-density residential housing to any of us who currently live here. I don't believe the city master plan included multi -family high-density dwellings to be built in the proposed area and zoning should not be changed to allow them to be built there now. I don't believe we should allow high-density residential dwellings for two primary reasons (and please note they are the same reasons my family chose to move here to enjoy). First, we cannot support the increase in number of students who attend CISD. During my time as a volunteer within CISD, I saw studies done within our district that calculated the number of children per household based on the assessed value of the house(s). For example, in my neighborhood, each home is expected to bring in an average of 3 elementary/intermediate school -aged kids to CISD. I believe that this study also took into account that CISD has one of the largest student -per - roof numbers in the entire country but if it didn't, then that number should be even higher. A significant majority of the buyers in Southlake are families and they move here primarily because of the schools. If the apartments (which when all 15% of the discussed high-density units are complete could reach nearly 1K), were to follow those same metrics, our schools will be unable to provide infrastructure for all of the kids the Lake District would bring. Mind you, if those calculations are modest and there is no legal oversight to the number of people allowed to live in each room within the apartments, we could be adding 3+ kids per apartment and a plethora of cars with not enough "assigned" places to park. We could be inviting 3,000+ new students from the proposed "Lake District" into CISD without the infrastructure to support them. The developers projected number of only adding a maximum of 35- 53 new students to the highly sought after and exemplary CISD district is laughable! Our schools are already overcrowded, underfunded and landlocked. We are still trying to place all the new-to-Southake residents that have moved here in the last 20 years because the school district was unprepared (but knew they were coming per our city master plan) to accommodate them. So, we continue to push city and school bonds to try and catch up with the development (newly completed and in progress) and all our new residents. I realize we have no way to pre -determine who will move into these proposed apartments. However, we as long time residents can make highly educated guesses based on who is and who has been moving in and out of Southlake on a regular basis for years --families. With that said, what happens to the open enrollment Southlake students and staff/faculty kids who are only allowed to attend CISD schools if there is space in the schools for them? What about the grandparent clause? Will they get pushed out to accommodate any new students who move in to these or any other high-density dwellings who have priority into the district they are zoned to? Will re -zoning become an issue again? Will CISD be forced to build more schools (including a true 2nd rival high school that no doubt will NOT be the Carroll Dragons) to accommodate the new students? Will the school district be forced to add more busses to get these new students to and from school (including the shuttle that goes back and forth between the high school and senior high every period) to our already overcrowded streets? I'm not asking you to know the answers to any of these questions because they will be determined by our school board but these questions will need to be answered if we allow high-density residential into Southlake and add thousands more students into our district. I as a parent of 2 CISD students, a homeowner and tax payer want to know how this development and others like this will shape what Southlake schools and our city infrastructure will be forced to deal with if we add high density housing to our city. That brings me to my second concern for adding high-density apartments to Southlake--losing precious green -space, our country -like feel and dealing with limited infrastructure, city resources and topography challenges. The traffic on all of our main city streets (1709, Peytonville/Davis, Carroll, White Chapel, Kimball, Continental and so on) during commute/school hours and even in the middle of the day is horrendous making kids (even on busses) late to school and the city infrastructure (roads, water, gas, electric, other city services, etc.) would simply not be able to support this excessive and unavoidable population growth. Once we open the door to apartments for rent and developer variance changes, you are setting the precedence that our city encourages variance changes and high-density living. We will invite more builders to find creative ways to build more dwellings like that and the charm and sense of community and intimacy that makes Southlake unique will disappear. If our current population is 32,269 residents (per Community Impact Magazine -Jan. 2020) and our expected build out is 30,000-34,000 but we keep adding more residential housing to our city than we planned for how are we going to support them, their students, their water, sewer, gas, electric, and transportation needs? The proposed Lake District would add between 1,000-4,000 residents alone and there is still more undeveloped land in Southlake. I urge you deny the "Lake District" zoning changes because they will bring irreparable and long-term consequences for our city. Cooper and Co. as a company, invested in building Town Square because they saw it as a business investment and I have no doubt they believe it will be a great asset to our city despite the majority of Southlake residents that do not believe it will. Just because they have a new vision and an opportunity for a larger return on investment for the land i.e. by adding apartments, does not mean we owe them a variance. The proposed development would add absolutely nothing of value to our city and is not worth the sacrifice. I certainly don't want Southlake, our home, to turn into another Grapevine, Coppell, Allen, Plano, Frisco, Colleyville, Keller, Trophy Club, or N. Richland Hills. For these reasons and more, I ask you NOT to allow them to change the zoning from C-3 to allow apartments/multi-family rentals and instead encourage them to finish building out Town Square as per their original, approved design. If we only have space to add another 2,000-4,000 residents to our city to finish the build out, then we should carefully consider using the remaining land to its highest and best use. In closing, I thank you again for your public service as city leaders and respectfully ask that you continue spending your remaining time on counsel doing your best to continue protecting the Southlake we love. Please continue to preserve our sense of community and all of our Dragons by NOT approving any high-density living in Southlake. Thank you! Maintaining large older homes and properties seems increasingly less attractive to us as time moves on. We are currently in our late 50s. Our condo at Parkview, in a vibrant upper scale town center is a logical next step. Richard and Selena, Below are my comments regarding the proposal for the downtown residences. I would appreciate you including these in any packets and also sending along as appropriate the planning and zoning commission and city council. I return to town on 2/11/20 and hope to attend the planning and zoning commission and city council meetings. I am strongly opposed to this proposal for the following reasons: First, the population density that this proposal creates would have a negative impact on Southlake. This is not only the number of additional households this project adds but also the high level of expected turnover that is expected in a rental community (typically 50% annual turnover). This significant increase in density and activity would over burden city infrastructure and resources. Second, I am strongly opposed to any rental units in the city of Southlake. We have a strong sense of community in Southlake and residents who are willing to be engaged and intervene in city problems and issues. This sense of community is largely due to the demographics of Southlake and the fact that residents are homeowners and vested in the community. These city strengths can be negatively impacted by adding a highly transit, renter segment to the population. This project will bring a temporary, transient presence that does not have a long term interest in the city and presents far more risk than benefit to the city. Third, I believe the statistics suggest that as renter presence increases - so does the risk of crime and other negative activity. We should not expose the city of Southlake to this risk. We should not burden city services and resources pr expose citizens to this risk . Fourth, I fail to see the benefit of this proposal. I am not aware of a strong, unmet need for rental property in the city of Southlake. If there is a need for additional residential housing in this area then I would recommend premium condo ownership options. Southlake is a unique city with a strong sense of community and an excellent quality of life. It was built over time and benefitted from good vision and decision making by it's council and leadership. This proposal represents a huge step in the wrong direction and sets a dangerous precedent. I would encourage all city decision makers to reject this project and protect the quality of life that many have worked to establish and that your citizens enjoy. As an active member of the community and resident of the city for 14 years I am confident that my views are help by the great majority of Southlake citizens. Please vote to protect that citizen base and reject this proposal. Thank you. NIMBY syndrome seems to be alive a well, which could be a good or bad thing. Time will tell. As the SL town square ages, retail turns more online and casual dining lags... the SL town square may slowly transition to just another wayward post retail destination. Cities that don't continue grow and develop, aligning for future needs, risk becoming irrelevant. There was also lot of talk about the CISD. The CISD is a good one, but the well off can generally send their children to equally highly rated and prestigious private schools by choice. CISD 'protection' sounded like 'segregation' by legislation. So time will tell if all the NIMBYs are acting with clarity and vision. Do they really represent the majority? I am for the SL Downtown Residences, as future housings needs transition to a more manageable scope and scale. We know that with Southlake's talent and resources at the ready additional high end, high value, four -five star housing/life style options are possible! It will add too much traffic and I find it ridiculous that the city attempted to prevent large acreage from not being able to subdivide under 2 to 3 acres but would even consider 350 homes on 7.2 acres.
