Item 7A - Downtown Residences Zoning NarrativeOverview of Block 11 Rezoning Request
Subject to approval of the concurrently proposed Development Plan for
the Downtown Residences, Cooper &Stebbins (Applicant) is requesting
a rezone of the Block 11 property in Southlake Town Square, consisting
of approximately 7.3 vacant acres located south of Division Street,
north of Federal Way, west of State Street, and east of North Carroll
Avenue (the "Property").
The requested rezone would change the Property's zoning from C-3
General Commercial to "DT" Downtown District, consistent with the
Town Center Overlay in the City of Southlake's 2035 Land Use Plan.

The attached Zoning Application includes a requested text amendment
to Zoning Ordinance Section 37 (DT Downtown District), similar to the
text change that was approved with the Garden District in 2011.
The proposed new Section 37.7 "Downtown Residences" language
comes from both the Garden District language (Section 37.6) and,
where appropriate, the Mixed Use District language (Section 37.4), to
be consistent with previous residential applications, modified to fit the
Downtown Residences and the Property on which they would be
located.

The rezoning request and associated text amendment would allow the
Downtown Residences to be developed as a Permitted Use on the
Property, as shown in Section 37.2.
The definition for "Downtown Residences" comes from the definition
for "Residential Lofts;' without the reference to the commercial uses
typically found on the street level.
