19-047 RESOLUTION NO. 19-047 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS, GRANTING A SPECIFIC USE PERMIT FOR A CEMETERY USES ON PROPERTY WITHIN THE CITY OF SOUTHLAKE, TEXAS, LOCATED AT 2380 LOMESOME DOVE ROAD, BEING DESCRIBED AS LOTS 1R1 AND 1R2, BLOCK 1, LONESOME DOVE BAPTIST CHURCH ADDITION, AS DEPICTED ON THE APPROVED SITE EXHIBIT ATTACHED HERETO AND INCORPORATED HEREIN AS EXHIBIT "A" AND PROVIDING AN EFFECTIVE DATE. WHEREAS, a Specific Use Permit for a Cemetery expansion on church property has been requested by a person or corporation having a proprietary interest in the property zoned as "CS" Community Service District; and, WHEREAS, in accordance with the requirements of Section 45.1(7) Cemetery Uses of the City's Comprehensive Zoning Ordinance, the Planning and Zoning Commission and the City Council have given the requisite notices by publication and otherwise, and have afforded the persons interested and situated in the affected area and in the vicinity thereof; and, WHEREAS, the City Council does hereby find and determine that the granting of such Specific Use Permit is in the best interest of the public health, safety, morals and general welfare of the City. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS: SECTION 1. A Specific Use Permit is hereby granted for a Cemetery expansion on church property at 2380 Lonesome Dove Road being described as Lot 1R1 and 1 R2, Block 1, Lonesome Dove Baptist Church Addition as depicted on the approved Site Exhibit attached hereto and incorporated herein as Exhibit "A" and providing an effective date, subject to the provisions Resolution No. 19-047 contained in the comprehensive zoning ordinance and the restrictions set forth herein. City Council: January 21, 2020; Approved (7-0) subject to the Staff Report dated January 14, 2020 and the Specific Use Permit Review Summary No.2 dated January 3, 2020; noting that, per the Planning and Zoning Commission motion, a split rail fence with stone columns will enclose the proposed cemetery expansion area and also noting, due to the nature of the cemetery use, the Specific Use Permit is approved into perpetuity. SECTION 2. This resolution shall become effective on the date of approval by the City Council. December 19,2019 11:21 AM To:Jewel Chadd<41111111111111>: Dove Church >: Josh&amp, Rachel Holcombe >:Joel McKinney Subject: Re: Lonesome Dove Response to#3: Lonesome Dove Baptist Church(est. 1846)has long ago surpassed the capacity of the existing cemetery located on our property.We have turned down requests from our own members and our neighbors in Southlake and neighboring communities for burial plots in this historic cemetery. Therefore, in order to better serve our growing church membership and the surrounding communities.we are requesting this expansion. We are committed to preserving the historic character of this cemetery by utilizing additional split rail fencing with stone pillars for the additional space as has been done around the existing cemetery plots. Further,the funds received for these additional plots will serve not only to preserve and maintain the expanded cemetery but will supplement future expansion of church facilities and our community services." Regarding the number of plots: The existing cemetery area encompasses approx.700 plots. The additional expansion will yield approx.300 plots depending on plot size and layout.
