The Community Engagement Committee will be hosting a SPIN (Southlake Program for the Involvement of
Neighborhoods) Town Hall Forum.
1. SPIN2020-02 – An applicant is proposing to develop 350 downtown residences on approximately 7.3
acres located on the east side of N. Carroll Ave. between Division St. and Federal Way (addressed as 401
N. Carroll Ave. per Tarrant Appraisal District) in Southlake Town Square within SPIN Neighborhood #8.
Dear Southlake City SPIN Board, Mayor & Councilmembers,
During the past 3 years we have had the opportunity to purchase and be part of the development of the Parkview
Residences in the Southlake Town Square. We have purchased unit #201 and are looking forward to the
project’s completion.
First, we would like to thank the City of Southlake for continuing to develop the Town Square utilizing high
standards.

Several of the reasons we choose to have a residence in Southlake is:
1. The City’s past reputation for quality retail & housing standards.
2. The proximity to the DFW Airport, 121, 114 & the 635 business corridors.
3. The town’s high standard ISD
4. We enjoy White’s Chapel UMC
As retail continues to transition with online shopping and home delivery and as the town’s population ages and
life expectancy increase, Southlake should considered developing a long term plan that addresses the need for
high quality mature alternative and urban living options within 76092.
Joanne and I have five grown children and are empty nesters. We are in the top 1-to-10 percent income bracket.
Maintaining large older homes and properties seems increasingly less attractive to us as time moves on. We are
currently in our late 50s. Our condo at Parkview, in a vibrant upper scale town center is a logical next step.
Our primary homes are located in Fort Worth, 76109, near TCU and the town center at The Shops at Clearfork,
developed along the Trinity River (https://www.edwardsranch1848.com/). This modern, ultra-high end retail,
professional, residential and high density development seems to fit the nickname “A One Percenter’s Town

So the three points we would like you to consider, as you review the request to develop the 350 ultra-high end
Southlake Downtown Residences, are:
1. Will this new development align with the needs of those within 76092, as the population ages and
would like to maintain a 76092 presence? We think ‘Yes’.
2. Will this new development align with the needs of higher income and younger professionals looking to
transition to 76092? We think that it could.
3. Will this new development be purveyed into an opportunity to inspire future generations rather than a
detractor? We think this is an opportunity to demonstrate inclusiveness. Realizing that if communities don’t grow
and understand future needs, they risk becoming irrelevant and less desirable.
It is our hope that Southlake’s vision for excellence inspires all involved to embrace what the future may hold.
May openness, inclusiveness and vision prevail!

Below are my comments regarding the proposal for the downtown residences. I would appreciate you including these in
any packets and also sending along as appropriate the planning and zoning commission and city council.
I return to town on 2/11/20 and hope to attend the planning and zoning commission and city council meetings.
I am strongly opposed to this proposal for the following reasons:
First, the population density that this proposal creates would have a negative impact on Southlake. This is not only the
number of additional households this project adds but also the high level of expected turnover that is expected in a rental
community (typically 50% annual turnover). This significant increase in density and activity would over burden city
infrastructure and resources.
Second, I am strongly opposed to any rental units in the city of Southlake. We have a strong sense of community in
Southlake and residents who are willing to be engaged and intervene in city problems and issues. This sense of
community is largely due to the demographics of Southlake and the fact that residents are homeowners and vested in the
community. These city strengths can be negatively impacted by adding a highly transit, renter segment to the population.
This project will bring a temporary, transient presence that does not have a long term interest in the city and presents far
more risk than benefit to the city.
Third, I believe the statistics suggest that as renter presence increases - so does the risk of crime and other negative
activity. We should not expose the city of Southlake to this risk. We should not burden city services and resources pr
expose citizens to this risk .
Fourth, I fail to see the benefit of this proposal. I am not aware of a strong, unmet need for rental property in the city of
Southlake. If there is a need for additional residential housing in this area then I would recommend premium condo
ownership options.
Southlake is a unique city with a strong sense of community and an excellent quality of life. It was built over time and
benefitted from good vision and decision making by it’s council and leadership. This proposal represents a huge step in
the wrong direction and sets a dangerous precedent.
I would encourage all city decision makers to reject this project and protect the quality of life that many have worked to
establish and that your citizens enjoy. As an active member of the community and resident of the city for 14 years I am
confident that my views are help by the great majority of Southlake citizens. Please vote to protect that citizen base and
reject this proposal.

Hello,
In reference to Tuesday's SPIN2020-02 meeting, related to the proposed SL Downtown Residences, though the
developer is a long term and trusted partner for the SL town square the majority of residence seemed to voice a similar
tone against the project.
NIMBY syndrome seems to be alive a well, which could be a good or bad thing. Time will tell.
As the SL town square ages, retail turns more online and casual dining lags... the SL town square may slowly transition to
just another wayward post retail destination.
Cities that don't continue grow and develop, aligning for future needs, risk becoming irrelevant.
There was also lot of talk about the CISD. The CISD is a good one, but the well off can generally send their children to
equally highly rated and prestigious private schools by choice.
CISD 'protection' sounded like 'segregation' by legislation.
So time will tell if all the NIMBYs are acting with clarity and vision. Do they really represent the majority?
I am for the SL Downtown Residences, as future housings needs transition to a more manageable scope and scale.
We know that with Southlake's talent and resources at the ready additional high end, high value, four-five star housing/life
style options are possible!
Villas, The Brownstones, Parkview Residences and now The Downtown Residences.
Way to Go Southlake!

no apartments. What is happening? Why are we even having a SPIN

I don’t want any more condos or high to medium density housing. It
will add too much traffic and I find it ridiculous that the city attempted
to prevent large acreage from not being able to subdivide under 2 to
3 acres but would even consider 350 homes on 7.2 acres.
