Item 9 and 10 - CC and PZ Joint Meeting 11-04-2019 - Public Comment CardsSouthlake City Council and Planning & Zoning Commission Community Open House 11/4/2019 "DT Downtown Zoning District (Town Square) • The proposed developments will add additional stormwater volumes to the West Jones Creek watershed due to increased impervious surface runoff. Even if new retention is added to hold peak runoffs to the current levels the increased volume of runoff will cause higher downstream erosion due to the extended drainage times at higher than normal runoff rates. • The outlet channels from the ponds at the City of Southlake's Gateway Park are experiencing high levels of erosion. The channels do not meet design criteria specified in City of Southlake's ordinance ARTICLE II. - STORM DRAINAGE POLICY: Sec. 9.5-61. - Drainage manual reference. (a) Fort Worth Drainage Manual or Sec. 9.5-65. - Miscellaneous design criteria DIVISION 4. - OPEN CHANNEL POLICY Sec. 9.5-82. - Natural channels or Sec. 9.5-83. - Earth channels. • The drainage channel at the outlet of the North Kimball Ave drainage culvert at approximately STA -30 is also experiencing high levels of erosion. The last West Jones Creek watershed LOMR was in 2004, and the last modeling of West Jones Creek watershed was in 2007 as part of Gateway Project. The above issues have been documented in a letter to the City on Feb. 22, 2019. No answer has been received to date. • Actual data from June 16, 2019 storm was collected and water levels 16" below 100yr flood plain (576.8') were documented at the North Kimball Ave culvert. During the same storm, the outlet channel at the City's Gateway Park main pond overflowed its banks and washed over the walkway bridge. This data can be used to validate the actual functioning of the watershed system designs under known, real world conditions for the storm on that date. • The City should not approve this development until a downstream study of the West Jones Creek watershed is done and the design deficiencies in the downstream channels listed above are addressed as part of the projects.
