PROJECT: Specific Use Permit for a Trade School for The Ding King
EXECUTIVE
SUMMARY: Silver Oak Commercial Realty is requesting approval of a Specific Use Permit to
allow a Commercial School, including Trade School on property being described
as Lot 3R, Block B, Hart Industrial Park Addition, an addition to the City of
Southlake, Tarrant County, Texas and located at 1603 Hart Street, Southlake,
Texas. Current Zoning: “I-1” Light Industrial District. SPIN Neighborhood #8.
DETAILS: The proposed facility will be located in an existing 6,000 s.f. single-tenant building
on the southeast side of Hart Street.
The Ding King Training Institute will provide private certified training classes in
hail damage repair. The training may also include business management and
start-up, accounting, incorporation, marketing, administration, point of sale and
banking. There are currently eight (8) campuses nationwide; Southlake will be
the largest. In the past decade, The Ding King has intensified their effort to train
U.S. Military Veterans and Service Members.
It is anticipated there will be 5-30 students per scheduled class (each lasting 6-8
weeks) plus staff of 3-6 based on class size within the first year of opening. The
classes are Monday – Friday from 8 a.m. to 5 p.m. and 8 a.m. to noon on the
occasional Saturday. Many (about half) of the students will travel to the facility
from other parts of the country. The Post-911 GI bill provides for their meals and
lodging. A local hotel shuttle will drop off and pick up these students daily, thereby
reducing the need for rental cars.
There are no insurance or repair vehicles serviced for the public at this location.
The proposed facility is for training purposes only. Training vehicles are provided
by manufacturer partners or in-house resources. The public is not permitted to
bring any vehicles to this training facility. There will be no outdoor storage of
training vehicles. All training vehicles will be parked indoors and all training is
performed indoors. The Ding King has confirmed there is no large equipment,
hazardous materials or chemicals that will be utilized or stored on site other than
typical small quantities of office and cleaning supplies. No paint booth necessary
or required for this training location.
The Ding King Training Institute is working with the property owner on a 5-year
lease with 5-year renewal options contingent on approval of the requested
Specific Use Permit.

The “I-1” – Light Industrial District zoning was placed on the property with
the adoption of Comprehensive Zoning Ordinance No. 480 and the
Official Zoning Map on September 19, 1989.
July 5, 2018; City Council approved a final plat for Lots 1-4 Block A and
Lot 1-5 Block B, Hart Industrial Park. (ZA88-021)
October 6, 1998; City Council approved a plat revision for Lot 3R, Block

January 15, 2019; City Council approved a Specific Use Permit for Fasst
Performance Fitness in Suite 180 that will run concurrent with the terms

September 3, 2019; City Council approved a Specific Use Permit for

TRANSPORTATION
ASSESSMENT: The existing building has access to Hart Street via two driveways for six
commercial buildings with a common parking lot. There is a total of 135
parking spaces for the site. The proposed training facility requires 16
parking spaces. There are 25 parking spaces immediately adjacent to the
subject building. All the buildings are owned by the same owner and the
applicant has stated that there is cross access/shared parking
arrangement for the property. The applicant has noted based on current
and future tenant mix, the property has excess available parking.

uses do not pose hazards and are sufficiently buffered. The development
as proposed appears to be consistent with the intent of the land use
designation at this location.

In considering whether to grant a specific use permit for commercial
school, including trade school, the City Council shall consider the
following:
1) Safe access for the ingress and egress of students, pedestrian, parking
and vehicular traffic, including the identification of student drop-off areas.
2) Adequate illumination will be provided at night to protect the safety of
those persons entering and exiting the site.

45.1 GENERAL PROVISIONS - The uses listed in this section are prohibited in the City of
Southlake unless and until a specific use permit is granted for such use by the City Council in
accordance with the requirements and procedures set forth in this Section. A specific use permit
shall be required for the following uses (as amended by Ordinance No. 480-D):
48. Commercial school, including trade school, subject to the requirements set forth
in Section 45.18 protect the residential neighborhoods, in so far as practicable,
from the detrimental effects of noise, traffic, fire, etc. and to protect the character
of the neighborhood and the value of surrounding properties;
45.18 IN CONSIDERING WHETHER TO GRANT A SPECIFIC USE PERMIT
FOR COMMERCIAL SCHOOL, INCLUDING TRADE SCHOOL, THE
CITY COUNCIL SHALL CONSIDER THE FOLLOWING:
