EXECUTIVE
SUMMARY: Retail Properties of America, Inc. on behalf of the owner Town Square Ventures,
L.P., is requesting approval of a Site Plan on property being described as Lot 4R,
Block 5R, Southlake Town Square, an addition to the City of Southlake, Tarrant
County, Texas located at the 1400 block of Main Street, Southlake Texas.
Current Zoning is “DT” Downtown District. SPIN Neighborhood #8.
DETAILS: The purpose of this request is to develop an approximately 4,000 square foot
single-story retail building located at the southwest corner of the Main Street and
Central Avenue intersection, currently an existing parking lot.

SOUTHLAKE 2035 PLAN: Consolidated Future Land Use Plan
The 2035 future land use designation for the site is Town Center.
The Town Center land use designation is intended to enhance and
promote the development of the
community’s downtown. The goal is to
create an attractive, pedestrian-
oriented environment that becomes
the center of community life in
Southlake. It may include compatibly
designed retail, office, cultural, civic,
recreational, hotel and residential
uses. All uses shall be developed with
a great attention to design detail and
will be integrated into one cohesive
district or into distinct sub-districts, each with its own unique
characteristics. A mix of different uses is encouraged to create a vibrant,
lively, and unique environment.

TREE PRESERVATION
AND LANDSCAPE: Three (3) existing Live Oaks and shrubs located in the parking lot
landscape islands are proposed to be removed. The proposed
landscaping consists of two (2) Cedar Elm with sixty-two (62) Red Yucca
within the parking landscape island behind the building, and sixteen (16)
Indian Hawthorn shrubs along the east side of the building. All the other
existing street trees and landscaping are proposed to remain.
CITIZEN INPUT: The following meetings were held and are scheduled to discuss the
development:

amended, regarding type of lighting, intensity, glare and spill-over.
2. Mechanical screening of rooftop must follow Section 37 “DT” Downtown District development
regulations located in 37.4.a.5 for screening the units. Show and label the proposed locations

GENERAL COMMENTS:
1. This review is preliminary. Additional requirements may be necessary with the review of civil
construction plans.
2. Provide Stormwater Pollution Prevention Plan per TXR150000. The plan must include all
required elements in Part III, Section F of the permit. The City of Southlake especially reviews
Part III, Section F, (1) (g), Maps. The review is for completeness of a plan to prevent pollution
(especially sediment) to the Separate Storm Sewer System. It is highly recommended the
project manager provide a series of maps for complex projects, including one map showing
controls during mass grading and infrastructure, one map showing controls during vertical
construction, and one map showing final stabilization (may be but not always equitable to the
landscape plan). Please include timelines in relation to the project activities for installation and
removal of controls. SWPPP shall be submitted by second review of the civil construction
plans.
* Street intersections shall comply with TDLR/ADA accessibility standards.
* Sight distances shall comply with AASHTO guidelines on adjacent collectors and arterials.
* Sidewalk widths shall conform to the Southlake Pathways Plan.
* Use the City of Southlake GPS monuments whenever possible. Monument locations can be
found in the City of Southlake website:

WATER COMMENTS:
* The size of the water service tap must match the size of the meter. There are no reducers
allowed before the meter on the public side. A 1” inch meter must have a 1” tap, etc.
* Water meters and fire hydrants shall be located in an easement or right of way.
* Fire lines shall be separate from service lines.
SANITARY SEWER COMMENTS:
* Sanitary sewer in easements or right of way shall be constructed to City standards.

* Submit 22”x34” civil construction plans and a completed Construction Plan Checklist directly to
the Public Works Administration Department for review. Please allow 15 business days for
review. The plans shall conform to the most recent construction plan checklist, standard details
and general notes which are located on the City’s website:

* Submit with Civil Construction Plans a Storm Water Pollution Prevention Plan which outlines
pre- construction, construction and post-construction erosion control measures.
* A geotechnical report will be required for all private and public roadways. The geotechnical
report shall include pavement design parameters for subgrade stabilization.
* Access permit is required prior to construction of the driveway on FM 1709, FM 1938 or SH 114.
Permit approval is required before beginning construction. Submit application and plans directly
to TxDOT for review.
* A right of way permit shall be obtained from the Public Works Operations Department (817) 748-
8082 to connect to the City’s sewer, water or storm sewer system.
* A Developer Agreement may be required for this development and may need to be approved
by the City Council prior to any construction of public infrastructure. Construction plans for these
improvements must be acceptable to Public Works prior to placing the Developer’s Agreement
on the City Council agenda for consideration.
* Any hazardous waste being discharged must be pretreated per Ordinance No. 836.
