north of the intersection with Randol Mill Avenue.
5. Review, discuss and make recommendations on proposed exterior building
changes for PNC Bank located at 1111 E. Southlake Boulevard in Park
Village, just west of the southwest corner of E. Southlake Boulevard and N.
Carroll Avenue.
6. Review, discuss and make recommendations on proposed use and
development of 200 S. Peytonville Avenue for Carroll ISD and Carroll Senior
High School, generally located 500 feet south of W. Southlake Boulevard,
and west of Carroll Senior High School.
7. Review, discuss, and make recommendations on the proposed Southlake
Sanctuary at Bob Jones Nature Center located at 355 E. Bob Jones Road.
8. Review, discuss, and make recommendations on the future buildout of
Southlake Town Square, located south of E. SH 114, north of E. Southlake
Boulevard, and east of N. Carroll Avenue.

MEETING
OVERVIEW:
On June 27, 2019 the Southlake 2035 Corridor Planning Committee held
their twenty-third meeting. The Committee was sent a packet of materials
prior to the meeting that were to be discussed during the session. A
meeting agenda was posted and the meeting time was advertised on the
City's website. The following meeting report focuses on discussion points
made during the meeting by members of the Committee, public and City
staff. This report is neither verbatim nor does it represent official meeting
minutes; rather it serves to inform elected and appointed officials, City
staff, and the public of the issues and questions raised by the Committee,
City staff, and any attendees of the meeting. Interested parties are

Questions for applicant by the Committee:
Daniel Kubiak: What are the hours for the facility? Weekdays / Weekends?
Applicant: 7 days a week (4:00 am - midnight); Lap pool (outdoor amenity) open dawn
to dusk; outdoor kids activities limited to 10:00 am — 7:00 pm
Brandon Bledsoe: Assuming you have robust data on peak usage and demographics.
Is there anything you see different here in this location in contrast to North Fort Worth or
Colleyville? What would the peak usage look like?
Applicant: Our usage peaks after morning rush hour and trickles throughout day. It
picks up again after the work day (evening rush hour).
Brandon Bledsoe: Is there a specific day that is busier than any other day of the week?
Applicant: Hard to say — it fluctuates throughout the week. Saturdays typically tend to
be busier with families visiting.
Michael Springer: Do you plan on putting shielding throughout parking?
Applicant: We want to do a lot of landscaping. We are conducting a tree survey right
now and determining what trees we can maintain to keep the sea of parking hidden as
much as possible. It is important for us to keep our parking in front of the building for
numbers, but we are open to landscaping concepts.
Michael Springer: There is no way you can move parking behind the building? Or shift
the front of the building away from SH 114 and shift parking with it?
Applicant: There are a few ways to manipulate the site plan to address this. There are
alternate things we must consider, especially the future residential neighborhood
adjacent to the development. We think it would be better for traffic to come off SH 114
instead of the neighborhood streets; however, we are open to considerations. Another
option we looked into would be turning the building 90 degrees so that the back of our

building faces south, which would bring the pool deck up into the bottom right corner of
the property (which would still allow us to keep our parking in front of the front door).
John Huffman: What is happening on the left half of site?
Applicant: Right now, we are under contract to purchase the 14 acres. I think in the
future we would like to see it develop into mixed-use area with shops and restaurants.
Daniel Kubiak: Why do you like this site plan the best? How do you anticipate traffic
flowing? Where do you expect most traffic to come from?
Applicant: With all the development to south we expect traffic to come from the south,
that's why we like the entrance coming off the frontage road (SH 114) to pull in traffic
from that direction. We've maintained access off Kirkwood to capture overflow of traffic.
We anticipate having a more in-depth traffic study completed moving forward.
Daniel Kubiak: Is the intention to build -out both sides of Kirkwood Blvd.?
Applicant: Yes, we met with the residential developer to the East and are trying to
coordinate the development of Kirkwood Blvd. We decided they will do the half section
on their side of the property and we will do the half section on ours. We will work
together to make sure the developments are aligned.
Michael Springer: Do you have data that tells you that this location needs four soccer
fields?
Applicant: We often play with different outdoor uses that we want to have in certain
demographics. We are in the early stages of our business plan for this facility. We know
we want to be in Southlake and we know we want to have our full amenity clubs here.
Inevitably, the soccer fields may or may not stay.
