Southlake Blvd. and Byron Nelson Pkwy. 6. Review, discuss and make recommendations on the proposed development of approximately 13 acres generally located west of the intersection of S. Nolen Dr. and Crooked Ln. 7. Review, discuss and make recommendations on the development of an approximately 4,000 square foot retail building for a mobile telecommunications tenant at the southwest corner of Main St. and Central Ave. in Town Square. 8. Review, discuss and make recommendations on the proposed Tuxedo Park multi -family development located on approximately 21 acres at the northeast corner of E. SH 114 and Blessed Way. 9. Review, discuss and make recommendations on the proposed Gateway Church Expansion located at 700 Blessed Way and generally located on the north side of E. SH 114 between Blessed Way, Grace Ln. and E. Kirkwood Blvd 10. Review, discuss and make recommendations on proposed amendments to the City's Landscape Ordinance No. 544 11. Adjournment. MEETING OVERVIEW: On September 12, 2019 the Southlake 2035 Corridor Planning Committee held their twenty-fourth meeting. The Committee was sent a packet of materials prior to the meeting that were to be discussed during the session. A meeting agenda was posted and the meeting time was advertised on the City's website. The following meeting report focuses on discussion points made during the meeting by members of the Committee, public and City staff. This report is neither verbatim nor does it represent official meeting minutes; rather it serves to inform elected and appointed officials, City staff, and the public of the issues and questions raised by the Committee, City staff, and any attendees of the meeting. CITY OF SOUTHLAKE 91 ITEM #3 DISCUSSION — Review, discuss and make recommendations on a proposed approximately 16,760 square foot expansion of the The Hills Church located at the southwest corner of W. Southlake Blvd. and Brock Dr. Staff presentation: Richard Schell • Proposing approx. 16,760 SF two-level expansion o Renovation of approx. 29,000 SF on both levels of existing building and expanding seating capacity of the Worship Center to approx. 550 seats • Proposed increase of parking spaces from 206 spaces to 261 spaces • Proposing to close two of the four existing driveways onto W. Southlake Blvd. and to add a driveway connection to Brock Dr. to gain access to a full median opening on W. Southlake Blvd. o Driveways 1 and 4 to remain o Driveways 2 and 3 to be removed o Driveway 5 to be consturtced • Future Land Use: Public/Semi-Public • Current Zoning: CS Questions for staff by the Committee: N/A Applicant presentation: • Site Plan o Keep Drive No. 1 o Drive No. 2 - if Brock does not work, then possibility to keep it ■ Concrete slope o Remove/eliminate Drive No. 3 o Keep Drive No. 4 o Median opening • Proposing connection to Brock • Currently west bound traffic has to make a U-turn at Watermere to be able to access the campus (creates traffic issue) o Safety concerns of making U-turns, plus sight difficulties • Existing driveways are right in, right out • Existing right turn lane down 1709 to turn onto Brock St. o Proposing with connection - new drive connection • Already started conversations with neighbors o Feedback - consider placing driveway connection past family driveway and investigate drainage • Decorative metal fence and landscaping added along Brock Dr. • No private school facilities on campus (and do not intend to have in the future) • Traffic: off-peak traffic with Sunday AM traffic, and Sunday PM traffic Southlake 2035 Corridor Planning Committee Item #3 —The Hills Church Meeting #24 — September 12, 2019 Page 3 Questions for applicant by the Committee: John Huffman: Will you have way finding signs? Applicant: Applicable to add. We can place signs for "right turn church entrance". John Huffman: Staring conversation with TxDOT for 1709 connection/median? Applicant: We would not need to involve TxDOT for driveway portion of project; however, we would need to involve them regarding the trail connections. Ken Baker: Trail would require TxDOT approval John Huffman: Required to build trail as part of this redevelopment? Ken Baker: The city has put some money into the Capital Improvements Program (CIP) to enhance the retaining wall. We have potential resources to build the trail. France Scharli: Do you know if police officers currently control traffic on Sundays? Applicant: Police officers do no currently control traffic flows on Sundays. Austin Reynolds: How does this site drain? Applicant: Typically drains toward the west (church building). Drainage does come down the bar ditch from Brock St. Austin Reynold: Would adding that road cause additional drainage? Applicant: We do not believe it will. The bar ditch is shallow and does flow over road, but we are looking into improving this condition. France Scharli: Will you eliminate trees for building and additional parking? Applicant: Yes, there are some trees that would be eliminated. Nothing significant with the building addition. Whenever the trail is built, which requires a retaining wall, there are some trees that will have to be removed as a result of that wall. All in all, the campus wants to keep as many trees as possible. Chad Patton: I think your curb appeal (view from Southlake Blvd.) will increase significantly Applicant: Absolutely, the architects have done a fantastic job. By eliminating drive 3, it opens the view to campus and helps people come in and out of campus efficiently and safely. Chad Patton: The only thing you'll consistently hear from us (P&Z Commission and City Council) is that your mitigating concerns with neighbors is a priority. I encourage you to reach out to more neighbors and adjacent residences. Applicant: The church has reached out to all individuals on Brock St. Applicant: Any further feedback? What are your criteria for us moving forward? John Huffman: This forum is more about getting initial feedback. I believe we've identified some issues you may have, but other than that you would have to work with staff.
