Action Requested: Award the contract for the construction of Sutton Place Drainage Improvements to Joe Funk Construction in an amount not to exceed $850,000. Background Information: The existing public storm water infrastructure supporting Florence Road near the intersection of Sutton Place becomes overwhelmed and overtops the road with any significant storm event. This repeated drainage issue prompted City staff to hire Freese and Nichols, Inc. to perform a study and ultimately design the Sutton Place Drainage Improvements project to address this drainage infrastructure capacity deficiency. The Sutton Place Drainage Improvements project includes the installation of underground storm drainage infrastructure under Florence Road and Sutton Place. Solicitation of bids for this project began on November 17, 2019 and sealed bids were received and opened on December 10, 2019. The evaluation criteria for this bid are Proposed Contract Price, Qualifications and Experience, and the Vendor's Past Relationship with the City. Staff received negative feedback and has experienced issues first hand on City of Southlake construction projects with the contractor who submitted the lowest bid. Having the most complete and polished submittal, and an overwhelmingly positive experience to date on the current Zena Rucker Roundabout Construction Contract, resulted in a best value recommendation to award the contract to Joe Funk Construction, Inc. The bid from Joe Funk Construction came in at $774,636.90 for anticipated work; staff is requesting authorization for a total of $850,000, which includes a 10% contingency, for construction expenses that may arise due to unforeseen field conditions. Financial Considerations: Funding for the Sutton Place Drainage Improvements project is budgeted as part of the approved Capital Improvement Program. The agreement is within the project budget.
