Review, discuss and make recommendations on the development of 8 residential lots on approximately 11.34 acres of land located at 395 and 413 Shady Lane. 4. Review, discuss and make recommendations on the development of a 5,900 square foot medical office building on 1.119 acres being Lot 1R2, Block 1, Bonola Family Addition and five (5) medical office buildings totaling 44,000 square feet on 5.68 acres being Lot 2, Block 1, Bonola Family Addition, located at the 2540 and 2600 E. SH 114, generally located at the northeast corner of E. SH 114 and Shady Lane. 5. Review, discuss and make recommendations on the development of six (6) approximately 6,000 square foot single -story office buildings on 3.928 acres at 495 S. Kimball Ave., generally located east of S. Kimball Ave. across from Eubanks Intermediate School. 6. Review, discuss and make recommendations on the development of a three and four story mixed use building with office, retail, restaurant and event space uses with an attached parking garage on 3.301 acres at 2100 and 2102 E. State Hwy. 114, generally located northeast of E. State Hwy. 114 and Cherry Ln. 7. Review, discuss and make recommendations on the development of 16 residential lots on approximately 17 acres of land located at 208 Randol Mill Avenue, 1719 Maranatha Way and 1825 Maranatha Way. 8. Review, discuss and make recommendations on the development of Southlake Business Park at Bank Street, proposing three (3) light industrial buildings totaling 181,865 square foot on approximately 12 acres located at the south end of Bank Street, addressed as 413 and 451 Bank Street. The proposal also includes improvements allowing a common access driveway connection to Commerce Street through property located at 525 Commerce Street. 9. Review, discuss and make recommendations on the development of up to 13 residential lots on property located at 2477 — 2515 Union Church Rd., generally located on the north side of Union Church Rd., approximately 900 feet east of Watermere Dr. and 400 feet west of Venice Ave. MEETING OVERVIEW: On November 14, 2018 the Southlake 2035 Corridor Planning Committee held their eighteenth meeting. The Committee was sent a packet of materials prior to the meeting that were to be discussed during the session. A meeting agenda was posted and the meeting time was advertised on the City's website. The following meeting report focuses on discussion points made during the meeting by members of the Committee, public and City staff. This report is neither verbatim nor does it represent official meeting minutes; rather it serves to inform elected and appointed officials, City staff, and the public of the issues and questions raised by the Committee, City staff, and any attendees of the meeting. CITY OF SOUTHLAKE 91 ITEM #7 DISCUSSION — Review, discuss and make recommendations on the development of 16 residential lots on approximately 17 acres of land located at 208 Randol Mill Avenue, 1719 Maranatha Way and 1825 Maranatha Way. Staff presentation: Richard Schell • Future Land Use: Low Density Residential • Zoning: AG and SF -113 • Distance to existing sewer: +/- 1/3 mile Questions for staff by the Committee: John Huffman: Regarding the septic system, is this something we can grant a variance on? Or is the county involved with that? Richard Schell- The city can grant a variance to the City's ordinance. Shawn McCaskill: Is Plan B (with no access to Davis) the preferred plan? Richard Schell: Yes, Plan B is the preferred plan. John Huffman: Where is the tie in to the public right-of-way? Richard Schell: Assuming Westlake will not grant access, the only access to the development will be Maranatha. John Huffman: Where does public right of way end? Ken Baker- Where Maranatha starts, and Randol Mill begins. Frances Scharli: Who has right of way right now? Dennis Killough: The drive is private. John Huffman: Would the street remain private? Can you connect a public street to a private street? Ken Baker: I don't think there is a case where we've done that before. Applicant presentation: Dan Anderson • There is an ordinance that allows cul-de-sacs to be 1,000ft, but we are over that • Two lane road • Want to preserve the look and feel of street Southlake 2035 Corridor Planning Committee Item #7 — 1825 Maranatha Way Meeting #20 — November 14, 2018 Page 3 Questions for applicant by the Committee: Frances Scharli: Assuming that Westlake will not grant you access, will there only be one access point (one way in and out)? Applicant: Yes, that's the way it looks. We have not asked Westlake to have emergency egress. We also initiated drainage study. John Huffman: Theoretically, could the city take possession of all of Maranatha? Ken Baker: It is theoretically possible; yes. John Huffman: Would it be better to have entire thing as public or private? Frances Scharli: Have you checked with the neighbors? Applicant: We attended a SPIN meeting; the neighbors are most concerned with drainage issues. Frances Scharli: How many ROWs are there? John Huffman: The roadway issue is the primary hurdle. I suggest working with Westlake. Ken Baker: If it remains a private street, City Council would like to see which improvements would be made on Maranatha. Michael Springer: Where is the closest water access? Is that adequate? John Huffman: I recommend you solve the Davis issue before coming through the process.
