Work Session was called to order by Mayor Pro Tem Shawn McCaskill at 5:30pm.
2. INVOCATION: CLAYTON REED
Mr. Reed gave the invocation. Mayor Pro Tem Shawn McCaskill led the pledges of
allegiance to the United States and Texas Flags.
3. SOUTHLAKE BUSINESS SPOTLIGHT — RONKOT DESIGN
Deputy Director of Economic Development Daniel Cortez introduced Ronak Kothari of
Ronkot Design for this month's Southlake Business Spotlight. Mr. Kothari provided an
overview of Ronkot Design.

Mayor Pro Tem McCaskill recognized the Southlake Cross Country Team with a
proclamation. Coach Justin Leonard accepted the proclamation and spoke about the
team's accomplishments. The coach and team members took a picture with Council prior
to the start of the meeting.
5. RECOGNITION OF SOUTHLAKE UNDER ARMOUR NATIONAL
CHAMPIONSHIP TEAMS
Mayor Pro Tem McCaskill recognized the Southlake Under Armour National
Championship Teams. Coaches and team members accepted the proclamations and
spoke about their accomplishments. The coaches and team members took a picture with
Council prior to the start of the meeting.

Mayor Pro Tem McCaskill announced the City Council would go into Executive Session
pursuant to the Open Meetings Act, Chapter 551, Texas Government Code, Section
551.071 consultation with city attorney. City Council adjourned for Executive Session at
5:57pm. Executive Session began at 6:04pm and concluded at 6:30pm.

3131. HOLIDAY SAFETY INITIATIVE
Assistant City Manager and Director of Economic Development & Tourism Alison
Ortowski introduced Assistant Police Chief Ashleigh Casey who provided information
about the 2020 Holiday Safety Initiatives. Mayor Pro Tem McCaskill expressed his

appreciation to staff for a wonderful Home for the Holidays event on Saturday, November
23.

Motion was made to approve Item 6A, Ordinance No. 480-667a, (ZA19-0064) 2nd
Reading, Zoning Change and Concept Plan for Chapel Crossing on property described
as Lot 1 R, Block A, Ravenaux Village, subject to the Staff Report dated November 25,
and the Concept Plan Review Summary No. 3, dated November 12, 2019, granting the
following:
- A variance to section 5.2.c of the Subdivision Ordinance to allow a commercial
driveway onto Countryside Court, which is a local street.
- A variance to section 5.2.d of the Subdivision Ordinance to allow the stacking depths
as shown on the Site Plan and Concept Plan, rather than the minimum stacking depth
of 100' as required by ordinance. Approximately 43' is shown on the E. SH114
driveway, and approximately 48' is shown on the Countryside Court drive.

- The driveway variances were approved with the previous zoning and the drives have

drainage and residential and construction traffic.
David Dowd, 2900 Hillcastle, spoke in opposition to this request with concerns for the
street width, drainage, and traffic.
Joe Bonola, Roanoke, spoke in favor of this request and stated construction traffic has
permission to use his commercial property for access rather than the residential street.

Shady Ln., from Tarrant Appraisal District, subject to the Staff Report dated November
25, 2019, and the Updated Landscape Plan, Updated Revised Tree Conservation Plan,
dated December 2, 2019, and Concept Plan Review Summary No. 2, dated November
15, 2019, granting the following variances:
- A variance to Tree Preservation Ordinance No. 585-E and allowing 65.72% of the
existing tree canopy to be preserved as proposed.

Canopy) or alternately, a 4' wrought iron fence if the property owner to the north is
amenable to such.
