REGULAR SESSION: 1. Call to Order: Chair Medici called the meeting to order at 6:33 P.M. 2. Executive Session: No Executive Session was held. 3. Approval of the Minutes: Chair Medici opened the discussion of the minutes of the Zoning Board of Adjustment meeting held on October 24, 2019. A motion was made to approve the minutes of the Zoning Board of Adjustment meeting held on October 24, 2019. Motion: Nickel Second: Reynolds Ayes: Medici, Treichler, Nickel, Reynolds and King Nays: None Abstain: None Vote: 5-0-0 Motion: Approved 4. Administrative Comments: Richard Schell, Principal Planner, announced that the next scheduled ZBA meeting will be on December 12, 2019. 5. Consider: ZBA19-0011, Special Exception Use per Ord. No. 480, as amended, Section 44.12(1) for a domestic employee or family quarters on property described as Lot B, Block 1, Old Orchard Country Estates, an addition to the City of Southlake, Tarrant County, Texas, and located at 1950 Shady Oaks Dr., Southlake, Texas. Current Zoning: "SF-1A" Single Family Residential District. Planner Schell presented details of the case with a slide show presentation to the Board. The applicants, Dennis and Esther Spickler are requesting approval of a Special Exception Use per Zoning Board of Adjustment Meeting Minutes — November 14, 2019 Page 1 of 6 Ord. No. 480, as amended, Section 44.12(1) for a domestic employee or family quarters on property described as Lot B, Block 1, Old Orchard Country Estates, an addition to the City of Southlake, Tarrant County, Texas, and located at 1950 Shady Oaks Dr., Southlake, Texas. Current Zoning: "SF-1A" Single Family Residential District to allow the existing approximately 2,529 square foot home on the property to remain as a domestic employee or family quarters once a new home is constructed on the property. The plans shows an approximately 5,949 square foot new home to be constructed forward of the existing home on the lot. The existing home will become an accessory building once Certificate of Occupancy is issued for the new home. No. 480, as amended, Section 11.5.c requiring a side yard of not less than 20', on property described as Lot 3, Block 1, Clariden Ranch Phase III, an addition to the City of Southlake, Denton County, Texas, and located at 312 Clariden Ranch Rd., Southlake, Texas. The applicant, Michael McShea, owner of the subject property, is requesting approval of a variance to ordinance No. 480, Section 11.5(c), requiring a rear yard of not less than 20' on property described as Lot 3, Block 1, Clariden Ranch Phase III, an addition to the City of Southlake, Denton County, Texas, and located at 312 Clariden Ranch Rd., Southlake, Texas. No. 480, as amended, Section 39.1 requiring fences, walls and hedges along the edge of any yard to not exceed 8' in height on property described as Lots 3, 4 and 5, Block 1, Stratfort Parc, an addition to the City of Southlake, Tarrant County, Texas, and located at 108, 112 and 116 Londonberry Terrace, Southlake, Texas. No. 480, as amended, Section 35, Off -Street Parking Requirements on property described as Lot 3, Block 1, Morrison Office Park, an addition to the City of Southlake, Tarrant County, Texas, and located at 320 Morrison Park Dr., Southlake, Texas. Planner Schell presented details of the case with a slide show presentation to the Board. The applicant, Alexis Gordon and Paige Utley are requesting approval of Variance to Ord. No. 480, as amended, Section 35, Off -Street Parking Requirements to increase the area of medical office uses in Morrison Office Park by 618 square feet. The applicant currently leases 1,164 square feet of space at 300 Morrison Park Dr. for a medical spa and she would like to move to 320 Morrison Park Dr. and lease 1,782 square feet of space (Suite 120). 320 Morrison Park Dr., Suite 120 has 9 available parking spaces and 12 spaces are required for the medical use based on the ratio of one space per every 150 square feet of floor area. A variance is requested to reduce the required number of spaces for the 1,782 square foot medical spa use from 12 spaces to 9. No. 480, as amended, Section 34.2.e requiring accessory buildings to not exceed 14' feet in height on property described as Lot 24, Block 1, Shady Oaks Phase III, an addition to the City of Southlake, Tarrant County, Texas, and located at 1013 Lexington Terrace, Southlake, Texas. Planner Schell presented details of the case with a slide show presentation to the Board. On behalf of David and Kim Kaupe, Tyler McClure with Outdoor Dynamics is requesting approval of a Variance to Ord. 480, as amended, Section 34.2e requiring accessory buildings to not exceed 14' feet in height to allow an approximately 564 square foot accessory building to be approximately 18' in height measured to the average height of the highest gable.
