Members Absent: Chairman Jeff Medici, Vice Chairman David Treichler, Akash Shah -
Alternate 1, Austin Reynolds- Alternate 3 and Heather King- Alternate 4.
Staff Present: Dennis Killough, Deputy Director of Planning & Development Services, Richard
Schell, Principal Planner and Miranda Picklesimer, Board Secretary.
REGULAR SESSION:
1. Call to Order: Acting Chair Hakemy called the meeting to order at 6:32 P.M.
2. Executive Session: No Executive Session was held.
3. Approval of the Minutes: Acting Chair Hakemy opened the discussion of the minutes
of the Zoning Board of Adjustment meeting held on October 10, 2019.
A motion was made to approve the minutes of the Zoning Board of Adjustment meeting held on
October 10, 2019.

Ayes: Quinones, Nickel, Kemins
Nays: None
Abstain: Hakemy
Vote: 3-0-1
Motion: Approved
4. Administrative Comments: Richard Schell, Principal Planner, announced that the next
scheduled ZBA meeting will be on November 14, 2019.
5. Consider: ZBA19-0013, Special Exception Use Special Exception Use per Ord. No. 480, as
amended, Section 44.12(1) for a domestic employee or family quarters on property described as
Lot 2R2, Block A, White Chapel Place Addition, an addition to the City of Southlake, Tarrant
County, Texas, and located at 200 White Chapel Ct., Southlake, Texas. Current Zoning: "SF-
1A" Single Family Residential District.
Planner Schell presented details of the case with a slide show presentation to the Board. The
applicant, Mark and Jackie Meyer are requesting approval of a Special Exception Use to allow

an approximately 818 square foot domestic employee or family quarters in a separate
accessory building.
Acting Chair Hakemy opened the public hearing and called upon the applicant or the applicant's
representative to make such comments and present evidence as the applicant should desire.
Chris Preston, 402 Whispering Trails St., Argyle, TX, the applicant's representative, once sworn
in, presented testimony and answered questions from the Board.
Acting Chair Hakemy asked if there were those in the audience who wished to speak in favor of
the request.
There being none, Acting Chair Hakemy asked if there were those in the audience who wished
to speak in opposition to the request.
There being none, Acting Chair Hakemy closed the public hearing and opened the item for
discussion from the Board.
A motion was made to approve case ZBA19-0013 with the exception that the west side of the
family quarters will be screened by two crape myrtles planted at the front of the building and two
crape myrtles planted at the rear of the building for a total of four crape myrtles with bushes
between to provide a screen for the neighbor at 210 White Chapel Ct.

6. Consider: ZBA19-0014, Special Exception Use per Ord. No. 480, as amended, Section
44.12(1) for a domestic employee or family quarters, on property described as Lot 1R, Block 1,
Pecan Acres, an addition to the City of Southlake, Tarrant County, Texas, and located at 1300
Sunshine Ln., Southlake, Texas. Current Zoning: "RE-5" Single Family Residential Estate
District.
Planner Schell presented details of the case with a slide show presentation to the Board. On
behalf of Brittany Gronkowski, Oakmark Custom Homes, LLC is requesting approval of a
Special Exception Use to allow an approximately 2,159 square foot domestic employee or
family quarters in a separate accessory building. The breezeway connection as shown is
considered an accessory structure per the definition in Zoning Ordinance No. 480, as amended,
Section 4 — Definitions.
Acting Chair Hakemy opened the public hearing and called upon the applicant or the applicant's
representative to make such comments and present evidence as the applicant should desire.
Mark Mudry of Oakmark Custom Homes, LLC, 6617 Cedar Grove Dr., North Richland Hills, TX,
the applicant, once sworn in, presented testimony and answered questions from the Board.
