Helen Clary, 415 Shady Lane, Southlake, Texas, came forward to speak and address her concerns with drainage and traffic. Nathan Miller, 2509 Rolling Lane, Southlake, Texas, came forward to speak and address his concerns with drainage, tree removal, and the existing detention pond. Chairman Kubiak closed the public hearing. Chairman called the applicant back to the podium to discuss all the concerns. Public Works, Deputy City Engineer, Steve Anderson came forward to discuss the concerns regarding drainage and the existing detention pond. A motion was made to approve Item 8, ZA19-0070 subject to the Staff Report dated November 21, 2019 and the Revised Staff Review No. 2 dated November 21, 2019 and noting the following: - The applicant's willingness to provide additional landscape at the east emergency entrance and on the Shady Ln. side of the property near the detention pond, - Subject to the Landscape Administrator's approval of a Tree Preservation survey, - Any new trees should be evergreen with foliage the full year, - Noting the applicant's willingness to move the north side fence further south onto the property to allow landscape plantings on both sides of the fencing and to review the material type to either a wood a wrought iron type, - Further investigation into eliminating the east emergency exit if not required by the Fire Marshal, - Specifically granting the variances requested of the 50' setback would be moved to 38' if TxDOT approved the decel lane, 10% parking reduction and no internal bufferyards. A motion was made to approve Item 9, ZA19-0071 subject to the Staff Report dated November 15, 2019 and Concept Plan Review Summary No. 2 dated November 15, 2019 granting the variances requested of a private street (non -gated), a cul-de-sac exceeding 1,000 feet, side lot lines not perpendicular, and 60.13% tree preservation from the required 70%.
