EXECUTIVE
SUMMARY: On behalf of the City of Southlake, Schrickel Rollins PSC is requesting approval
of a Plat Revision for Lots 1 and 2, Block 1, Bicentennial Park Addition on
approximately 82.16 acres described as Tracts 1, 1B, 1C01, 1C02, 1C03, 1E,
2A, 2A1, 2A02, 2B, 2B01, 3C, 3C01, 3C01A, 3D, 3D01, 3D01A and 3D06, Little
Berry G. Hall Survey, Abstract No. 686, Southlake, Tarrant County, Texas and
Lot 2R2, L.B.G. Hall No. 686 Addition, an addition to the City of Southlake,
Tarrant County, Texas and located along the 200-400 block of N. White Chapel
Blvd., the 300-400 block of W. Southlake Blvd. and the 200-300 block of Shady
Oaks Dr., Southlake, Texas. Current Zoning: “CS” Community Service District.
SPIN Neighborhood #7.
DETAILS: This project is generally located north of W. Southlake Blvd., west of N. White
Chapel Blvd. and east of Shady Oaks Dr.
The purpose of this request is to plat the Bicentennial Park site.

Southlake Community Recreation Center Phase I (Legends Hall)

Marq Champions Club under Planning Case ZA16-047.
- A Site Plan was approved by City Council on August 16, 2016 for the
Southlake Tennis Center under Planning Case ZA16-056.
- A Specific Use Permit was approved by City Council on December 6,
2016 for temporary construction facilities under Planning Case ZA16-
098.
- A Site Plan and Specific Use Permit (ZA19-0049) were approved by
City Council on October 1, 2019 to allow improvements to the area
surrounding the Bicentennial Park Elevated Storage Tank site located
in the northeast corner of the park to include a new concrete driveway
from White Chapel Blvd., a masonry fence enclosing the water tower
and maintenance yard, a retaining wall, security lighting, a shade
structure for maintenance equipment and a prefabricated storage
building.
SOUTHLAKE 2035 PLAN: Consolidated Future Land Use Plan
The 2035 future land use

vistas and natural vegetation of the City. This Land Use Plan depicts only
existing Public Parks/ Open Space facilities; potential Public Parks/ Open
Space sites are illustrated in the Parks, Recreation, and Open Space
Master Plan.
Pathways Master Plan
With the White Chapel Blvd. widening project, an 8 foot sidewalk
connection will be constructed to continue the existing walk north of Unity
Way and will taper down to 6 feet along the remainder of the park
boundary adjacent to this project.
TRANSPORTATION
ASSESSMENT: Area Road Network and Conditions
The park is bound by Shady Oaks Drive, W. Southlake Blvd. and N. White

Chapel Blvd. A traffic impact analysis was not required.
CITIZEN INPUT: A SPIN meeting was not held for the Plat Revision.

CITY STAFF HAS REVIEWED THE ABOVE REFERENCED PROJECT RECEIVED BY THE CITY ON
10/15/19 AND WE OFFER THE FOLLOWING STIPULATIONS. THESE STIPULATIONS ARE
HEREBY MADE CONDITIONS OF PLAT APPROVAL UNLESS SPECIFICALLY AMENDED BY THE
CITY COUNCIL. IF YOU HAVE ANY QUESTIONS OR NEED FURTHER CLARIFICATION, PLEASE

1. Revise the City case number to ZA19-0065".
2. Change “City Secretary” to “P&Z Secretary” in the approval block for the Planning and Zoning
Commission.
3. Change the city address to 1400 Main St.
4. The following changes are needed with regard to the legal description:
a. The POB must be tied to a survey corner, previously filed subdivision corner, or
USGS monument.
5. Add the following sentence at the end of the owner’s dedication, prior to the signature block:
“This plat does not alter or remove existing deed restrictions or covenants, if any, on this
property.”
6. Add the following notes to the face of the plat:
a. Selling a portion of any lot within this addition by metes and bounds is a violation of state
law and city ordinance and is subject to fines and withholding of utilities and building
permits.
b. The City of Southlake reserves the right to require minimum finish floor elevations on
any lot contained within this addition. The minimum elevations shown are based on the
most current information available at the time the plat is filed and may be subject to
change. Additional lots, other than those shown, may also be subject to minimum finish
floor criteria.
c. The owners of all corner lots shall maintain sight triangles in accordance with the City
Subdivision Ordinance.

d. Compliance with the provisions of the City’s Storm Drainage Policy does not relieve a
person of the responsibility of complying with all other applicable laws, including, but not
limited to, Section 11.086, Texas Water Code.
7. Provide the current utility companies in the utility company approval blocks.
8. Tree Conservation Plans have been addressed through previous Site Plan approvals.

each taxing unit with jurisdiction of the real property, indicating that no delinquent taxes are owed
and that taxes for the current year have been paid. After September 1st, a certificate showing
