southwest corner of W. Southlake Blvd. and Brock Dr.

approximately 2,300 square foot restaurant building for Panda Express at
2325 W. Southlake Blvd., generally located south of W. Southlake Blvd. and
west of Davis Blvd.
5. Review, discuss and make recommendations on a proposed kennel use in
the Village at Timarron shopping center located at the southeast corner of
E. Southlake Blvd. and Byron Nelson Pkwy.
6. Review, discuss and make recommendations on the proposed
development of approximately 13 acres generally located west of the
intersection of S. Nolen Dr. and Crooked Ln.
7. Review, discuss and make recommendations on the development of an
approximately 4,000 square foot retail building for a mobile
telecommunications tenant at the southwest corner of Main St. and Central
Ave. in Town Square.
8. Review, discuss and make recommendations on the proposed Tuxedo Park
multi-family development located on approximately 21 acres at the
northeast corner of E. SH 114 and Blessed Way.
9. Review, discuss and make recommendations on the proposed Gateway
Church Expansion located at 700 Blessed Way and generally located on
the north side of E. SH 114 between Blessed Way, Grace Ln. and E.
Kirkwood Blvd
10. Review, discuss and make recommendations on proposed amendments to
the City’s Landscape Ordinance No. 544
11. Adjournment.
MEETING
OVERVIEW:
On September 12, 2019 the Southlake 2035 Corridor Planning
Committee held their twenty-fourth meeting. The Committee was sent a
packet of materials prior to the meeting that were to be discussed during
the session. A meeting agenda was posted and the meeting time was
advertised on the City’s website. The following meeting report focuses on
discussion points made during the meeting by members of the
Committee, public and City staff. This report is neither verbatim nor does
it represent official meeting minutes; rather it serves to inform elected and
appointed officials, City staff, and the public of the issues and questions
raised by the Committee, City staff, and any attendees of the meeting.

ITEM #5 DISCUSSION – Review, discuss and make recommendations on a
proposed kennel use in the Village at Timarron shopping center located at the
southeast corner of E. Southlake Blvd. and Byron Nelson Pkwy.
Staff presentation:
• Proposed re-zoning request to allow a kennel use in building 611 Village at
Timarron
o Building 611 is approx. 6,320 SF
• Future Land Use: Retail Commercial
• Current Zoning: R-PUD
Questions for staff by the Committee:
N/A
Applicant presentation:
• Current zoning for property is considered a non-conforming use for the business
we would like to see move in; therefore, we are requesting to re-zone the
property to allow a Kennel use in building 611 only (with restrictions)
o Remove commercial within PD zoning and change to S-P-1 with S-P-2
uses
• Not technically a kennel; agreeing to no breeding or outside play area (strictly
dog day-care or overnight dogs)
o Sound and smell to adjacent tenants should not be an issue
o Limit kennel use, and once user is discovered we would put a maximum
amount on the number of dogs at the location
• If approved, user will come back to obtain Specific Use Permit (SUP)
Questions for applicant by the Committee:
Frances Scharli: Are the dogs being walked at all?
Applicant: We would not allow it. We would be sure that the play areas are inside.
John Huffman: Anticipate the use to run for the terminal lease and then terminate?
Applicant: Yes, agree that if this tenant goes out then a subsequent use would have to
come back for a Specific Use Permit (SUP).
Frances Scharli: Curious to see how neighbors respond.
Applicant: We will reach out to neighbors before SPIN and all other public meetings .
Chad Patton: Do not see anything that will keep you from moving through the system.
