Southlake Blvd. and Byron Nelson Pkwy. 6. Review, discuss and make recommendations on the proposed development of approximately 13 acres generally located west of the intersection of S. Nolen Dr. and Crooked Ln. 7. Review, discuss and make recommendations on the development of an approximately 4,000 square foot retail building for a mobile telecommunications tenant at the southwest corner of Main St. and Central Ave. in Town Square. 8. Review, discuss and make recommendations on the proposed Tuxedo Park multi-family development located on approximately 21 acres at the northeast corner of E. SH 114 and Blessed Way. 9. MEETING OVERVIEW: On September 12, 2019 the Southlake 2035 Corridor Planning Committee held their twenty-fourth meeting. The Committee was sent a packet of materials prior to the meeting that were to be discussed during the session. A meeting agenda was posted and the meeting time was advertised on the City’s website. The following meeting report focuses on discussion points made during the meeting by members of the Committee, public and City staff. This report is neither verbatim nor does it represent official meeting minutes; rather it serves to inform elected and appointed officials, City staff, and the public of the issues and questions raised by the Committee, City staff, and any attendees of the meeting. Meeting #24 – September 12, 2019 Page 3 ITEM #6 DISCUSSION – Review, discuss and make recommendations on the proposed development of approximately 13 acres generally located west of the intersection of S. Nolen Dr. and Crooked Ln. Staff presentation: Dennis Killough • Proposed Multi-building business park with each of the 5 to 7 proposed buildings being approx. 17-22k square feet, single-story with multiple tenants • Project site – 13.16 +/- • Future Land Use - Mixed Use • Current Zoning – AG o Property surrounded by S-P-1 and S-P-2 zonings • Southlake 2030 Crooked/Kimball Small Area Plan o Primary condition that impacts this site – limitation on commercial driveway access onto Crooked Lane (limiting distance to no more than 500’ from S. Nolen Drive) • Thoroughfare Plan o Village Center Extension - soon to be constructed • Surrounding Development o Pinnacle Point Ph I o Pinnacle Point Ph II o Kimball Heights o Nolen Office Park o Professional Medical Offices o Cornerstone Crossing Questions for staff by the Committee: N/A Applicant presentation: • 5 building concept plan • Current concern is the limited access to this site from S. Nolen Dr. o Fear – stub in off Crooked Ln. o Preferably, we would not like to tie in off Crooked Ln. (do not want traffic on Crooked Ln.) • We want to know of any future developments along Village Dr. so we can come back to you with a better concept and respond to the surrounding developments Questions for applicant by the Committee: Shawn McCaskill: So, you do not want to have access onto Crooked Ln., so I guess S. Nolen Dr. through a variance? Applicant: Possible variance to tie into the medical office, but we are having difficulty contacting them about providing wider entrance off S. Meeting #24 – September 12, 2019 Page 4 Shawn McCaskill: But that would mess this all up (including first building) Applicant: Yes, it would so I would come back to respond and reconfigure the entire site. John Huffman: I like keeping the access off Crooked Ln. and onto S. Nolen Dr. Applicant: To limit off Crooked L.? Chad Patton: Yes, completely. Have your main point of entry from S. Nolen Dr. Applicant: Got it, through S. Nolen Dr. Shawn McCaskill: I think we all agree that’s the way to go. We’d be open to discussing a variance to bring the access from S. Nolen Dr. as opposed to Crooken Ln. I understand this is a concept and it’s very early, but do you have any ideas on impervious coverage numbers? Is it comparable to surrounding developments? Applicant: It would be close to comparable. A lot of the trees are on the east side of the property, so we would try and maintain as much of those as possible. We want to disturb as little as possible along Crooked Ln. Chad Patton: Director Baker, where is the east/west corridor going in? Ken Baker: It is north; there will be a portion built with the office development north of the center. We think the majority will be built by developers, but there is a small portion just south of Georgetown Park which will require right-of-way and be built much like Zena Rucker (to make a connection so two roads will connect). A lot of it will be developer driven and built, so timing in uncertain. Chad Patton: There’s not a stop sign currently to turn onto Crooked Ln. from S. Nolen Dr. is there? Applicant: Yes, there is. Chad Patton: So, we would have that stop sign stay in place and have setback issues from the entry point with ingress and egress… Applicant: For clarification, there is not a stop sign on S. Nolen Dr., there is one on Crooked Ln. John Huffman: I think the use is consistent with what’s around it. Just continue to work with staff about access and planning for that future east/west thoroughfare. Applicant: Do you know of any future developments near the S-P-1 just north of building A? Shawn McCaskill: I don’t think we have seen or heard of anything… Dennis Killough: No, we have not engaged with anyone on development on that. Chad Patton: If you make some progress and come back through with what the concept will look like with ingress/egress we can give you feedback on that. Meeting #24 – September 12, 2019 Page 5 Chad Patton: Default to Fire Department for answer. Austin Reynolds: How much square footage do you have? Applicant: Each building is roughly around 20,000 SF. Chad Patton: And that meets all the requirements regarding size… Applicant: I will make sure we meet all parking requirements. I showed some detention area along Crooked Ln. because that seems to be where the drainage goes. We will do all the studies as required. Shawn McCaskill: I know we’re very early but building materials would be helpful (be aware of those and what we expect). Applicant: Absolutely. Chad Patton: The concept is neat.
