5,900 square foot medical office building on 1.119 acres bein g Lot 1R2,
Block 1, Bonola Family Addition and five (5) medical office buildings
totaling 44,000 square feet on 5.68 acres being Lot 2, Block 1, Bonola
Family Addition, located at the 2540 and 2600 E. SH 114, generally
located at the northeast corner of E. SH 114 and Shady Lane.
5. Review, discuss and make recommendations on the development of six
(6) approximately 6,000 square foot single-story office buildings on 3.928
acres at 495 S. Kimball Ave., generally located east of S. Kimball Ave.
across from Eubanks Intermediate School.
6. Review, discuss and make recommendations on the development of a
three and four story mixed use building with office, retail, restaurant and
event space uses with an attached parking garage on 3.301 acres at 2100
and 2102 E. State Hwy. 114, generally located northeast of E. State Hwy.
114 and Cherry Ln.
7. Review, discuss and make recommendations on the development of 16
residential lots on approximately 17 acres of land located at 208 Randol
Mill Avenue, 1719 Maranatha Way and 1825 Maranatha Way.
8. Review, discuss and make recommendations on the development of
Southlake Business Park at Bank Street, proposing three (3) light
industrial buildings totaling 181,865 square foot on approximately 12 acres
located at the south end of Bank Street, addressed as 413 and 451 Bank
Street. The proposal also includes improvements allowing a common
access driveway connection to Commerce Street through property located
at 525 Commerce Street.
9. Review, discuss and make recommendations on the development of up to
13 residential lots on property located at 2477 – 2515 Union Church Rd.,
generally located on the north side of Union Church Rd., approximately
900 feet east of Watermere Dr. and 400 feet west of Venice Ave.
MEETING
OVERVIEW:
On November 14, 2018 the Southlake 2035 Corridor Planning Committee
held their twentieth meeting. The Committee was sent a packet of
materials prior to the meeting that were to be discussed during the
session. A meeting agenda was posted and the meeting time was
advertised on the City’s website. The following meeting report focuses on
discussion points made during the meeting by members of the
Committee, public and City staff. This report is neither verbatim nor does
it represent official meeting minutes; rather it serves to inform elected and
appointed officials, City staff, and the public of the issues and questions
raised by the Committee, City staff, and any attendees of the meeting.

ITEM #8 DISCUSSION – Review, discuss and make recommendations on the
development of Southlake Business Park at Bank Street, proposing three (3) light
industrial buildings totaling 181,865 square foot on approximately 12 acres
located at the south end of Bank Street, addressed as 413 and 451 Bank Street.
The proposal also includes improvements allowing a common access driveway
connection to Commerce Street through property located at 525 Commerce
Street.

or a roadway connector to the south

▪ Project includes the design and construction of a roadway
connector parallel to F.M. 1709
o Three office warehouse buildings (approx. 182,000 sq. ft.)
▪ Building 1 – 39,835 sq. ft.
▪ Building 2 – 39,190 sq. ft.
▪ Building 3 – 102,840 sq. ft.

o One 100,000 sq. ft. building
o Two approx. 40,000 sq. ft. buildings
o Due to location, we do not anticipate large distribution users; anticipate
more service-oriented companies
o Improvements on buildings includes painting, updating exterior lighting
(LED), improved landscape, and meeting all standards under industrial
zoning
• Questions for applicant by the Committee:
Michael Springer: So you’re proposing to paint the exterior of the buildings?
Applicant: They’re currently being painted now. We also will add exterior lighting.

Michael Springer: This development will be warehouse space or something along
those lines?
Applicant: For the existing buildings? Yes sir.
Dennis Killough: I intended to mention in my presentation that there are a number
of fallen trees along the boundary of the property. It may be necessary for the
applicant to obtain a variance to tree preservation ordinance to get rid of these trees
and plant new ones.
Shawn McCaskill: So zoning is good and there are no other variances?
Dennis Killough: Not that would need to be identified after what they’ve showed us
thus far.
Michael Springer: Water and sewer are adequate for the buildings?
Dennis Killough: As far as I know, yes.
Ken Baker: The connection over to Commerce Street, which is called for in our
Master Thoroughfare Plan, would need to be made.
Michael Springer: Are we okay with them to keep the metal buildings with no site
changes or anything?
Dennis Killough: There is nothing in this application that would drive a change for
these buildings.
Ken Baker: No legal requirement that would trigger them bringing the buildings into
conformance.
Frances Scharli: The road is in terrible shape, but that is a city issue right? Down to
the cul-du-sac.
Ken Baker: The road in front of ISIS Papyrus is private, but there are potholes along
that road which is considered private.
Applicant: We understand that Bank Street does need some attention (regarding
infrastructure). We’re doing our part on our private section and would like to fix any
potholes.
Michael Springer: So Bank Street is concrete?
Applicant: Yes sir.
Shawn McCaskill: Ken and Dennis, do you see any other issues that they need to
work on before they move forward?
Ken Baker: The only thing I brought up is the connection and how that will work to
Commerce. Again, that is supported in our Master Thoroughfare Plan, which the city
wants to do. It will introduce some traffic onto Commerce Street.
Frances Scharli: Are you worried about safety?
Ken Baker: I believe the question will arise.

Dennis Killough: What City Council and Planning and Zoning are accustomed to
seeing with Site Plans are Corridor Overlay Districts or residential adjacency issues;
however, this development is in an industrial zoning and does no t have those issues
associated with it.
