STAFF PRESENT: Deputy Director of Planning & Development Services, Dennis Killough; Principal Planner, Richard Schell; Planner, Patty Moos; Civil Engineer, Kevin Ferrer, and Commission Secretary, Selena Serrano. ADJOURNMENT REGULAR SESSION: 1. CALL TO ORDER Chairman Kubiak called the meeting to order at 6:31 P.M. 2. EXECUTIVE SESSION: No executive session was held. 3. CONSIDER: APPROVAL OF THE SEPTEMBER 19, 2019 PLANNING AND ZONING MEETING. A motion was made to approve the September 19, 2019 Planning and Zoning meeting minutes. CONSIDER: ADMINISTRATIVE COMMENTS. Dennis Killough announced that there will be a Meet the Mayor event on October 10, 2019 at The Yoga Studio – 1431 East Southlake Boulevard, Suite 519, Southlake, Texas, from 5:30 P.M. to 7:30 P.M. 5. ACTING CHAIRMAN COMMENTS. Chairman Kubiak announced the Oktober Festival going on through October 4, 2019 – October 6, 2019. REGULAR AGENDA: 6. CONSIDER: ZA19-0027, PLAT REVISION FOR LOTS 3R3R1 AND 3R3R2 , BLOCK 1, STEWARD ADDITION ON PROPERTY DESCRIBED AS LOT 3R3, BLOCK 1, STEWARD ADDITION, AN ADDITION TO THE CITY OF SOUTHLAKE, TARRANT COUNTY, TEXAS AND LOCATED AT 551 E. DOVE RD., (ADDRESSED AS 551 AND 561 E. DOVE RD. BY TARRANT APPRAISAL DISTRICT) SOUTHL AKE, TEXAS. CURRENT ZONING: “SF-1A” SINGLE FAMILY RESIDENTIAL DISTRICT. SPIN NEIGHBORHOOD #3. PUBLIC HEARING Principal Planner, Richard Schell came forward to present Item 6, ZA19-0027. Applicants – Jimmy Fechter, Adams Engineering and Development, 8951 Cypress Waters Boulevard, suite 150, Dallas, Texas, and Attorney Richard Kilgore, 1201 North Carroll Road, Southlake, Texas, came forward to give brief presentations of the proposed Plat Revision, and to answer questions. Chairman Kubiak opened and closed the public hearing – Denicia Kim Heitman, 475 East Dove Road, Southlake, Texas, came forward to speak in opposition. A motion was made to approve Item 6, ZA19 -0027 subject to the Staff Report dated September 27, 2019 and Plat Review Summary No. 3 dated September 27, 2019; approving Variance No. 1 and Variance No. 4, and to eliminate Variances No. 2 and 3, noting that the shape of the lots need to be modified to remove the flag -shaped portion and make the lots rectangular. CONSIDER: RESOLUTION NO. 19-033, (ZA19-0051), SPECIFIC USE PERMIT FOR A RESIDENTIAL SOLAR ENERGY SYSTEM ON PROPERTY DESCRIBED AS LOT 2, BLOCK 1, HUSE HOMEPLACE, AN ADDITION TO THE CITY OF Planning & Zoning Commission Meeting Minutes – October 3, 2019 Page 3 of 3 SOUTHLAKE, TARRANT COUNTY, TEXAS AND LOCATED AT 855 HARBOR COURT, SOUTHLAKE, TEXAS. CURRENT ZONING: “SF-1A” SINGLE FAMILY RESIDENTIAL DISTRICT. SPIN NEIGHBORHOOD #2. PUBLIC HEARING Planner, Patty Moos came forward to present Item 7, ZA19 -0051. Applicant – Alyssa Pedvin, 10430 Shady Trial #108, Dallas, Texas, came forward to answer questions. Chairman Kubiak opened and closed the public hearing. No one came forward to speak. A motion was made to approve Item 7, ZA19 -0051 subject to the Staff Report dated September 27, 2019 and Specific Use Permit No. 2 dated September 27, 2019; also noting the applicant’s willingness to reduce the number of solar panels from 162 to 116.
