inform or attract attention, whether or not such
device carries a message, all or part of which is set
in motion by wind, mechanical, electrical or any
other means.
SIGN: Every sign, name, number,
identification,
description, announcement,
declaration, demonstration,
device, display, flag, banner,
pennant, illustration, logo,
balloon, streamer, valance,
advertising display, poster,
beacon, light or insignia, and
structure supporting any of the
same, affixed directly or indirectly to
or upon any building or
outdoor structure, or erected or
maintained upon a piece of
land, which directs attention to any
object, project, service,
place, activity, person, institution,
organization, or business.
5.3 EXEMPTIONS
The following signs are exempt from
the requirements of this ordinance:
5.3.2 Government signs and signs
for non-profit organizations
sponsored by government including
flags, insignia, legal notices,
informational, directional, and traffic
signs which are legally
required or necessary to the
essential functions of government
agencies
