Requested: Authorize expenditures with Davidson Reconstruction, Inc. for
various projects in City facilities in an amount not to exceed
$220,000.
Background
Information: The City of Southlake contracts with a construction firm to complete
facility projects as needed. These projects are necessary to
maintain City buildings and renovate work spaces. Typical projects
include painting and remodeling of public spaces, construct ion of
offices, and repairs to the buildings and roofing systems.
In the FY 2020 adopted budget, City Council allocated funds to
complete the restroom remodeling of the 1st and 4th floors of Town
Hall and at the Activity Center. The restroom remodeling at Town
Hall is a continuation from FY 2019 project, with the remodels on
the 2nd and 3rd floor restrooms completed. The Town Hall restroom
remodeling projects are necessary to update the restroom facilities
and comply with the Americans with Disabilities Act (ADA) per the
City’s Accessology Report dated September 16, 2015.
The project at the Activity Center includes relocating the restroom
facilities from the south end of the building to the north end of the
building. The current location of these facilitie s are positioned next
to the conference rooms where meetings and trainings are held. By
relocating these facilities to the north end of the building, the
conference rooms will no longer be disturbed by these facilities and
will offer a better experience to the general public.

Financial
Considerations: The City’s purchasing policy for these construction services is met
through The Interlocal Purchasing System (TIPS) government
purchasing contract #170201. TIPS is a purchasing cooperative of
the Texas Region 8 Education Service Center (ESC). Each
awarded vendor has met strict Competitive Bidding Process
guidelines established by the ESC 8 administration and the TIPS
legal team.
Below are the budgeted amounts for each FY 2020 Facility Project.
Facility Projects Cost
Town Hall Restroom Remodeling (1st & 4th Floor) $ 150,000
Activity Center Restroom Remodeling $ 50,000
5% Contingency $ 10,000
Various Construction Related Repairs As Needed $ 10,000
Total $ 220,000
Funding for the Restroom Remodeling projects and other various
projects is provided in the FY 2020 Facilities Operating Budget, and
the Strategic Initiative Fund and TIF Operating Fund Budgets.
Expenditures will not exceed budgeted funds.
