Action

114 in an amount not to exceed $75,320.
Background
Information: The proposed ESA is to provide design services for water line
improvements at Westpark Circle, T.W. King Road, and SH 114.
These improvements will address fire protection concerns and
improve water quality at the locations.
The design plans include upsizing the water lines at Westpark
Circle and along T.W. King Road from south of Westpark Circle
intersection to north of Westpark Circle intersection. The Westpark
Circle Subdivision is currently being serviced by an existing 2 -inch
water line. The Fire Department has expressed fire protection
concerns at this subdivision due to the lack of a fire hydrant along
Westpark Circle. This project will design the upsizing of the existing
2-inch water line to an 8-inch water line and fire hydrants to
address the Fire Department’s safety concerns. Along T.W. King
Road, the existing water line is a 6-inch and will be upsized to a 12-
inch and be relocated out of T.W. King Road’s pavement to
improve accessibility for future maintenance.
The project also includes connection of two water line dead-ends
located along SH 114 Frontage road by Southlake Medical District.
There is currently a 12-inch water line that dead-ends to the
southeast of Southlake Medical District, while another 12-inch
water line dead-ends at the northwest quadrant of the East
Highland and SH 114 Frontage intersection. By connecting these
dead-end segments, better circulation in the water system will

improve water quality and eliminate the need to flush the stagnant
water from the dead-end water lines.
The scope with Baird, Hampton & Brown will include preparation of
plans, specifications and estimates required for solicitation, and
staff support during bidding and construction.
Financial
Considerations: Funding for the water line improvements located at Westpark
Circle, T.W. King Road, and SH 114 is provided in the Utility and
Water Impact Fee Funds from FY 2019 Capital Improvement
Program budgets. This agreement is within the project budget.
Strategic Link: This item links to the City’s Strategy Map strategic focus areas of
Safety & Security, Infrastructure, and Performance Management &
Service Delivery. It specifically relates to the City’s Corporate
Objectives, C1: Achieve the Highest Standards of Safety &
Security, B5: Enhance Service Delivery Through Continual Process
Improvement, and F2: Invest to Provide & Maintain High Quality
Public Assets. The Critical Business Outcomes is, CB05: Improve
Quality of Life Through Progressive Implementation of Southlake’s
Comprehensive Plan Recommendations.

Review: The proposed agreement is a standard engineering services
agreement that the City Attorney has reviewed and approved.
Alternatives: The City Council may approve or deny the agreement.

Project Summary
Scope of Work:
All residences along Westpark Circle are currently served by an undersized water line; and this project
provides for replacing this line with one of larger diameter, and enlarging the line within TW King Road
between Westpark Circle intersections. In addition, the project provides for construction of a new water
line, along SH 114, needed to complete a distribution system loop.
These water lines are needed to upgrade and complete the city’s water distribution system, and provide
increased flow volumes and improved water pressures. The proposed improvements will include fire
hydrants, valves and other appurtenances for a complete and functional system meeting today’s
standard.
Water Line construction and reconstruction will be by open trench and trenchless technology methods.
These improvements consist of (1) replacing/enlarging 1,220 LF of existing 2-inch with an 8-inch water
line within Westpark Circle, (1) replacing/enlarging 500 LF of existing 6-inch with a 12-inch water line along
TW King Road, and (3) constructing 940-LF of a new 12-inch water along SH 114.
Engineer’s Opinion of Probable Cost:
From a budgetary perspective, and without the benefit a survey, we’ve prepared a budgetary Opinion of
Probable Construction Cost (OPCC). This estimate will be refined as the project moves forward to the
Concept Report, Preliminary Plans and Final Plans phases.

A detailed Project Schedule, which includes surveying, engineering, bidding and construction, has been
prepared and enclosed herewith. The schedule has been prepared with assumptions as to the
responsiveness of the franchise utility companies and the timeliness of city reviews. The schedule may

Professional Services Fee Estimate:
Based upon our years of experience with similar utility reconstruction projects, we’ve prepared the
enclosed Professional Services Fees summary. The summary tabulates individual tasks to be performed
and the estimated man-hour effort required to complete these tasks. A fee for each task is then
developed by multiplying the tabulated hours with the respective hourly rates for the various positions
described. Our standard hourly rate schedule is included in the Agreement for Engineering Services. The
professional services fees may be summarized as follows:
