A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS, GRANTING A SPECIFIC USE
PERMIT FOR A COMMERCIAL SCHOOL ON COMMERCIAL
PROPERTY WITHIN THE CITY OF SOUTHLAKE, TEXAS,
LOCATED AT 1605 HART STREET, BEING DESCRIBED AS
LOT 3R, BLOCK B, HART INDUSTRIAL PARK AS
DEPICTED ON THE APPROVED SITE EXHIBIT ATTACHED
HERETO AND INCORPORATED HEREIN AS EXHIBIT "A"
AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, a Specific Use Permit for a Commercial School on commercial
property has been requested by a person or corporation having a proprietary interest in
the property zoned as "I1" Light Industrial District; and,
WHEREAS, in accordance with the requirements of Section 45.1 (48) and 45.18
of the City's Comprehensive Zoning Ordinance, the Planning and Zoning Commission
and the City Council have given the requisite notices by publication and otherwise, and
have afforded the persons interested and situated in the affected area and in the vicinity
thereof; and,
WHEREAS, the City Council does hereby find and determine that the granting of
such Specific Use Permit is in the best interest of the public health, safety, morals and
general welfare of the City.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SOUTHLAKE, TEXAS:
SECTION 1.
A Specific Use Permit is hereby granted for a Commercial School on commercial
property at 1605 Hart Street being described as Lot 3R, Block B, Hart Industrial Park as
depicted on the approved Site Exhibit attached hereto and incorporated herein as
Resolution No. 19-028
Exhibit "A" and providing an effective date, subject to the provisions contained in the
comprehensive zoning ordinance and the restrictions set forth herein.
City Council:
September 3, 2019: Approved (7-0) subject to the Staff report dated August 27,
2019 and Specific Use Permit Review Summary No. 2, dated August 16, 2019;
and noting we are approving a 5-year specific use permit tied to the 5-year lease
with a 5-year option for the lease and the specific use permit.
SECTION 2.
This resolution shall become effective on the date of approval by the City Council.
PASSED AND APPROVED THIS 3rd DAY OF September 2019.

BUILDING/PROPERTY:
1605 Hart Street building was constructed in 1999. Currently a multi-tenant(2 suites)building that is vacant.
This property has existing building,parking,and greenspace/landscaping improvements.The property had major exterior,
parking,and landscaping renovations/updates completed in 2017.No exterior modifications are planned or required.
The property is located in an Industrial and Flex(Office/Warehouse)area with existing warehouses,showrooms,commercial
schools,fitness,light manufacturing,trades,medical labs,office,and other related uses.
ACCESS:
The subject property has two(2)curb-cuts for ingress/egress on Hart Street. Hart Street dead-ends at the property boundary.
There are two(2)existing drive lanes creating circular access paths for vehicular travel.
Existing sidewalk adjacent to the Building.
Primary vehicular access is from Brumlow Avenue then east on Hart Street to the end of this street. There is no potential back-
up of traffic onto any major roadway in the surrounding area.
LIGHTING:
The subject property has exterior wall pack lights on the front and side elevations of the building.
AIRPORT OVERLAY ZONE:
The property is existing construction and it is ownership's understanding that the Property and Building meet the existing

PROPOSED BUSINESS USE OVERVIEW:
Texan Fitness is a current tenant at the Mosaic Hart Business Park at 1611 Hart Suite 200. Presently have a lease commitment
and working with the Property Owner at 1605 Hart Street on a 5-year lease with 5-year Renewal Options contingent upon
Specific Use Permit approval.
We are requesting the Special Use Permit for 1605 Hart Street,Suite 100 which is approximately 4,725 sf and the building is
9,275 sf.
The open warehouse space will be used for fitness classes/training and there is approx.1,000 sf that is currently in use by a
chiropractor that s.vill continue to use the space and support the fitness related activities with chiropractic rehab care,if
needed.
No exterior modifications are necessary or planned in connection with this use.
With regarding to interior,planning only cosmetic improvements(paint,and flooring).
Texan Fitness has provided training classes at scheduled peak times of 15 students with an average of 5-15 per scheduled
class size.
Attached is a Parking Analysis Chart reflecting the other tenant uses in the Mosaic Hart Industrial Park which is comprised of 6
office/flex buildings of similar age and size.
