Special Use Permit Request
The SUP is being requested by Carroll Independent School District.
The purpose of the Special Use Permit is to host the Homecoming in partnership with Southlake Town
Square and the City of Southlake.
Prior to 2008 the Homecoming Parade was held in Southlake Town Square. In 2008 the Carroll Senior
High School Student Council made a decision to move the parade to Dragon Stadium to add a
fundraising carnival component and pep rally to the event. Since 2013, the Carroll Homecoming Parade,
Carnival, and Pep Rally have been held in Southlake Town Square, and has been a great community
event, with much positive feedback.
We are asking for approval to renew the SUP to maintain the celebration in Southlake Town Square,
making no logistical changes to the parade route, carnival set-up, and pep rally set-up from the previous
year.
The carnival will give approved High School organizations the opportunity to partner with a business
sponsor to raise funds for the organization (i.e. Belle boosters selling their VIP card, Football selling
trading cards, etc.) in addition to the children’s activities (i.e. face painting, games, etc.). Sponsorship
proceeds will benefit the CSHS Student Council and proceeds collected at each individual booth with go
to the individual student organization or booster club. We are looking forward to the opportunity to
continue the tradition in Southlake Town Square and bringing together Dragon Nation to celebrate our
Carroll Dragons.
To accommodate the businesses in town square, we are requesting that street closures are held to a
minimum and are limited to Main Street in front of City Hall and Fountain Place. We respectfully request
that Southlake DPS provides safety during the parade by escorting and managing traffic/intersection
closing during the time of the parade and pep rally.
