Subject: Award the contract for the construction of a sidewalk along the
north side of East Continental Boulevard from South Hollow
Drive to Crooked Lane to C. Green Scaping LP in an amount not
to exceed $348,740.
Action
Requested: Award the contract for the construction of a sidewalk along the north
side of East Continental Boulevard from South Hollow Drive to
Crooked Lane to C. Green Scaping LP in an amount not to exceed
$348,740.
Background
Information: This sidewalk segment is identified as a Tier 1, priority segment in
the sidewalk segment of the City’s Mobility Master Plan. The project
consists of approximately 2400 linear feet of 6’ wide sidewalk,
handicap accessible ramps, handrail and modifications to existing
drainage infrastructure to facilitate construction on the north side of
East Continental.
Solicitation of bids for this project began on June 22, 2019 and
sealed bids were received and opened on July 16, 2019. The three
bids received for this project are shown in below table:

Urban Infraconstruction $ 334,553.50
City staff and our design consultant, Schrickel, Rollins / PSC
reviewed and scored the submitted bids based on the best value
criteria described in the project manual. The evaluation criteria for
this bid are Proposed Contract Price, Key Personnel, Quality,
Responsiveness, and Vendor’s Past Relationship with the City. Staff
has experienced performance issues on past projects and
references expressed concerns with key personnel for the contractor
who submitted the low bid. The evaluation of materials and
references provided led to the recommendation of C. Green Scaping
LP for this project.

The recommended contract award amount is $348,740, which
includes a 10% contingency for construction expenses that may
arise due to unforeseen field conditions. The construction of the
sidewalk along East Continental Boulevard is anticipated to begin on
October 1, 2019 and is estimated to be complete in 4 months.
Financial
Considerations: Funding for the City Pathways Program is provided in the General
Fund from multiple past years’ Capital Improvement Program
budgets.
Strategic Link: This item links to the City’s Strategy Map strategic focus areas of
Mobility and Infrastructure. It specifically relates to the City’s
Corporate Objectives, C2: Provide Travel Convenience Within City
& Region and F2: Invest to Provide & Maintain High Quality Public
Assets. The Critical Business Outcomes are CBO2: Enhance
Mobility Through Aggressive Traffic Management Initiatives and
Capital Project Implementation and CBO5: Improve Quality of Life
Through Progressive Implementation of Southlake’s Comprehensive
Plan Recommendations.
Citizen Input/
Board Review: Citizens have expressed the desire for expansion of the City’s
pedestrian pathways system in multiple, past surveys and via other
resources. Staff has received multiple requests for this specific
segment.
Legal Review: This is the standard construction services contract that has been
previously reviewed by the City Attorney.
Alternatives: The City Council may approve or deny the contract.
