and Offsite Utility Improvements to Joe Funk Construction in

Action
Requested: Award the contract for the construction of Zena Rucker Road and
Offsite Utility Improvements to Joe Funk Construction in an amount
not to exceed $2,100,000.
Background
Information: The Zena Rucker Road Roundabout and Roadway Extension
project has been on the City’s Mobility Master Plan and Capital
Improvement Plan for a number of years. The project includes
roundabout construction at the intersection of Zena Rucker Road
and Tower Boulevard, as well as the extension of Zena Rucker
Road to the west to complete the roadway and sidewalk gap
between Matthews Court and Tower Boulevard. This achieves
connectivity on Zena Rucker Road from Byron Nelson Parkway to
South Carroll Avenue. The project also includes water, sanitary
sewer, and storm drainage utility improvements. Two offsite Capital
Improvement Plan utility projects were combined with this project to
take advantage of the economies of scale. These offsite
improvements include a sanitary sewer main extension to
decommission the La Paloma lift station and a neighborhood sewer
project to extend sanitary sewer to Lake Drive and Peninsula Drive.
Solicitation of bids for this project began on June 9, 2019 and
sealed bids were received and opened on June 25, 2019. The 6
bids received for this project are shown in below bid tabulation:

City staff and our design consultant, Teague Nall and Perkins
Engineering reviewed and scored the submitted bids based on the
best value criteria described in the project manual. The evaluation
criteria for this bid are Proposed Contract Price, General
Information, Experience, and Vendor’s Past Relationship with the
City. Staff received negative feedback on performance and
concerns with their ability to deliver a project of this scope from
references on the contractor who submitted the low bid. The
evaluation of materials and references provided led to the
recommendation of Joe Funk Construction for this project.
The bid from Joe Funk Construction came in at $1,892,248.17 for
anticipated work; staff is requesting authorization for a total of
$2,100,000, which includes a 10% contingency, for construction
expenses that may arise due to unforeseen field conditions.
Financial
Considerations: Funding for the Zena Rucker Road and Offsite Utility Improvements
project is provided in the General, Stormwater Utility System, Utility,
and Sewer Impact Fee Funds from FY 2017-2019 Capital
Improvement Program budgets. The agreement is within the
project budget.
Strategic Link: This item links to the City’s Strategy Map strategic focus areas of
Mobility, Infrastructure, and Quality Development. It specifically
relates to the City’s Corporate Objectives, C2: Provide Travel
Convenience W ithin City & Region, and F2: Invest to Provide &
Maintain High Quality Public Assets. The Critical Business
Outcome is, CB02: Enhance Mobility Through Aggressive Traffic
Management Initiatives and Capital Project Implementation.
