Background
Information: The Kirkwood Boulevard Enhancements project is a follow up to the
enhancements along Kirkwood from Stockton to Tyler, as well as
improvements to the intersections of Kirkwood Boulevard/ West
Dove Road and Kirkwood Boulevard/T.W. King Road. The scope of
the design proposal for the improvements along Kirkwood Boulevard
from Dove Road to T.W. King Road includes: topographic survey,
installation of landscaping and irrigation, inclusion of existing natural
vegetation, where applicable, inclusion of sidewalk installation where
applicable, replacement of street lights with City-approved poles and
pre-construction and bidding services
The Comprehensive Plan reference for this project is the 2035 SH
114 Corridor Plan-LU1 recommendations -Tier 1 and Mobility Master
Plan MT37 - Tier 3.
Financial
Considerations: The table below provides a breakdown of design and pre-
construction costs included in the proposal for a cost of $182,700,
including City added contract contingency for a total sum of
$190,000.

This agreement for professional services would be funded from the
General Fund of the Capital Improvement Program . This contract is
within budget.

AGREEMENT FOR PROFESSIONAL SERVICES
THIS AGREEMENT is made this day of 2019 by and
between the City of Southlake, Texas (hereinafter referred to as "CITY"), and Parkhill,
Smith & Cooper, doing business as Schrickel Rollins I PSC (hereinafter referred to as
"CONSULTANT").
WHEREAS, CITY contemplates the need for design of the Kirkwood Boulevard
Enhancements project, from Dove Road to T.W. King Road East. This project is to be
known as the Kirkwood Boulevard Enhancements project and hereinafter referred to as
the "Project".
WHEREAS, CONSULTANT is qualified, able, and desirous of performing the
necessary work upon which the Project is based and is willing and able to work with CITY
staff to organize and coordinate the professional services necessary to complete the
Project.
NOW, THEREFORE, CITY engages CONSULTANT to perform, and
CONSULTANT agrees to perform, the consulting work for the Project, as more fully
described herein below, and CITY agrees to pay as compensation, and CONSULTANT
agrees to accept as compensation, the payments on the dates and in the amounts herein
specified, all in accordance with the terms more fully set out below and as provided in
Attachment A which is attached hereto and incorporated by reference as if fully set forth
herein.
I. ARTICLE
PROFESSIONAL SERVICES
A. Scope of Work
CONSULTANT will provide the supervision, direction, personnel and equipment to
perform the consulting services outlined in Attachment A in accordance with the terms
set forth in this Agreement and in Attachment A.
B. Definitions
Services refer to the professional services performed by CONSULTANT pursuant
to this Agreement.
C. Changes
CITY, without invalidating the Agreement, may order changes within the general

Dear Mr. Hogue:
As requested,we are providing the following Professional Services Proposal for the design of improvements
to Kirkwood Street from Dove Road to T.W. King Road East. The Scope of Services to be provided by
Schrickel Rollins ( Parkhill Smith&Cooper(SRA I PSC)is as follows:
Basic Services
• Topographic Survey
• Prepare Construction Documents,to provide the following:
o Median landscaping improvements
o Irrigation plan
o Sidewalk plan
o Grading plan
• Replacement of existing light poles with City-approved poles
o Prepare an Opinion of Probable Construction Costs(OPCC)for the items described above,
o Front End and Technical Specifications(as necessary).
o Bid Document Products: Construction Documents and Specifications(hard copy and pdf),
Instructions to Bidders, Bid Form, General Conditions(city standard),Special Conditions(city
standard)
• Bidding Services
• Construction Administration Services:
o Provide a maximum of six(6)site observation visits for the purpose of ascertaining for the
City that the work is in general conformance with the construction documents and design
intent. Additional site observations visits shall be considered Additional Services and shall
be billed on an hourly-rate basis.
