A. Approve minutes from the regular Parks and Recreation Board
meeting held May 13, 2019. Please make any corrections to the
minutes part of the motion for consideration.
B. Absence of Parks and Recreation Board Members – There is no
action required by the Board at this meeting since all members were
present at the May 13th meeting. A copy of the Attendance Report
is in your packet.
C. Cancellation of the July 8, 2019 regular Parks & Recreation Board
meeting – The purpose of this item is for the Board to take action to
cancel the regular meeting in July 2019.
3. Agenda Item No. 3. Public Forum
This is the public's opportunity to address the Board about non -agenda
items. During Public Forum, the Board will not discuss or take action on
any item brought up at this time

A. Election of Officers for the Parks and Recreation Board – The
purpose of this item is to elect from the Board a chairman, vice
chairman and secretary to serve a one-year term for the Park Board.
Your packet memo contains a description of the duties for each
officer position.
5. Agenda Item No. 5. Discussion
A. Parks & Recreation Update - This is a standing item on the agenda
to allow staff to update the Board on Parks & Recreation related
topics and upcoming activities and events. A copy of the July Parks
and Recreation Month calendar is included in the packet.
B. Playground Shade Structures – This item has been added to the
agenda to allow for the Board’s discussio n of a citizen request for
the installation of a shade structure at the Lonesome Dove Park
playground. No packet documents.
OTHER ITEMS OF INTEREST
6. City Council Action – The following park-related action items were
considered by City Council at the May 21, June 4 and June 18, 2019
Council meetings.
Approved contract with Geo Surfaces, Inc. for the purchase and
installation of synthetic turf on Field #9 at Bicentennial Park through
a TIPS Cooperative Purchasing Contract for an amount not to
exceed of $150,000.
Approved Resolution No. 19-008, Appointing members to various
positions on City boards and commissions, including the Parks and
Recreation Board and Southlake Parks Development Corporation.
City Council agendas are posted on the City’s webpage 6pm the Friday
preceding the City Council meeting. You may sign up to receive a copy of

REGULAR AGENDA
1. CALL TO ORDER
Chairman Tina Wasserman called the regular Parks and Recreation Board meeting to
order at 6:41 p.m.
2. RECOGNITION AND RECEPTION FOR TINA WASSERMAN
A recognition reception was held prior to the meeting in the Senior Center to honor
outgoing Parks & Recreation Board Chair Tina Wasserman for her service. The
reception was attended by members of City Council, City staff and Southlake citizens.
3. CONSENT AGENDA
3A. APPROVE MINUTES FROM THE REGULAR PARKS AND RECREATION BOARD
MEETING HELD FEBRUARY 11, 2019
The minutes of the February 11, 2019 Park Board meeting were approved with no
changes or corrections.
2B. ABSENCE OF PARKS AND RECREATION BOARD MEMBERS
Park Board excused the absence of Secretary Lori Palmer from the February 11, 2019
meeting.

Consent Agenda items are considered to be routine and are enacted with one motion by

A motion was made to approve the Consent items, including the minutes of the
February 11, 2019 meeting, and the absence of Park Board member Lori Palmer from
the February meeting, as presented.

3. PUBLIC FORUM
Chairman Tina Wasserman opened public forum. There being no one to speak,

4. DISCUSSION
4A. PARKS & RECREATION UPDATE
Director Chris Tribble presented the parks and recreation update, providing information
about MasterWorks Concert Series, Family Fun Day, basketball and volleyball
registration, Summer Reading Kick-off, and Camp Mania. Mr. Tribble responded to
questions from the Board.
4B. PARK PROJECTS UPDATE
Director Chris Tribble presented the parks projects update, providing information about
the enclosed tennis courts, in-line court, park restroom, 60/90 field/playground,
landscape and irrigation enhancements, the water tower site improvements, Field #9
turf project, and improvements to Southlake Sports Complex. Mr. Tribble responded to
questions from the Board.
4C. WINDING CREEK PARK
Director Chris Tribble presented information about recent complaints by residents of the
Winding Creek subdivision about non-residents fishing in the subdivision’s pond in the
section of Winding Creek that is designated as private. The private section is owned
and maintained by the Winding Creek Homeowners Association (HOA).

Park Board member Chad Bedwell provided additional information and asked for
clarification on “fish catch and release” requirements. The Board discussed several
possible solutions. Installation of HOA signage by the HOA may offer awareness and a
solution. Staff will provide HOA a sitemap of the public and private trails and spaces in
Winding Creek subdivision.

Action Requested: Election of Parks and Recreation Board chair, vice-chair and
secretary.
Background
Information: The Southlake City Code and the Park and Recreation
Bylaws address the process for selection of officers for the
Parks and Recreation Board. Annually, following the City
Council appointments of new Park and Recreation Board
members, the Board shall select officers, including a Chair,
Vice Chair and Secretary, to serve one year until the next
annual election.
On June 18, 2019, City Council approved Resolution No. 19-
008, appointing Jeffery Ng and Stacey Driscoll, and re-
appointing Kevin Craddock, Frances Scharli, and Chad
Bedwell to the Parks and Recreation Board. Any sitting
member of the Board may be considered for the officer
positions. The current Board members are:
Kevin Craddock – Place 1
Jeffery Ng – Place 2
Frances Scharli – Place 3 (current Vice Chair)
Lori Palmer – Place 4 (current Secretary)
Stacey Driscoll – Place 5
Chad Bedwell – Place 6
Paul Venesky – Place 7
