Wellness Master Plan, an element of the Southlake 2035 Comprehensive
Plan
Action
Requested: Approval on 2nd Reading of the Southlake 2035 Health & Wellness Master
Plan.
Background
Information: The Health & Wellness Master Plan represents a new element in the
Southlake 2035 Comprehensive Plan. The City currently offers or
supports programs directly related to the serving the community in terms
of health and wellness; however, there is not a unifying document tying
these efforts together. This plan was developed to capture many of the
important initiatives underway currently and plan for the future of
Southlake. This plan makes every effort to be representative of a diverse
population that includes young people, a middle-aged population, and
senior citizens. The plan also considers certain design elements from the
perspective of more vulnerable populations to be sensitive to the needs of
all residents.
City staff held several internal meetings to gather examples of cu rrent
applicable programming before crafting plan recommendations. In
addition, a review of existing comprehensive plan recommendations
related to health and wellness initiatives was conducted. These identified
programs and initiatives provided a background into the reach of the
City’s health and wellness programming. Based on this initial inventory of
programming, staff separated the plan into four main categories, for which
the plan would be structured, and any recommendations or research
would be captured. These four categories are shown below.
• Built & Natural Environment
• Mental & Physical Health
• Age-Friendly Community
• Community Resiliency
A number of opportunities were outlined within this plan. In total, there are
thirty-six (36) recommendations in the Health & Wellness Master Plan.
The purpose of the Health & Wellness Master Plan is to establish clear
goals and priorities for the next several years related to encouraging
overall community wellness and flourishing. More specifically, this plan
will identify opportunities for the City to further position itself as an
advocate for the well-being of all residents, visitors, and corporate
citizens.
Financial
Considerations: None. The plan was developed with input from the Health & Wellness
Master Plan Committee, the Southlake Youth Action Commission
(SYAC), the Southlake Kids Interested in Leadership (SKIL), the Senior
Advisory Commission (SAC), and the Carroll ISD School Health Advisory
Council (SHAC).
Strategic Link: The comprehensive plan falls in line with a number of strategic initiatives;
specifically CBO5 (Improve quality of life through progressive
implementation of Southlake’s Comprehensive Plan recommendations).
Citizen Input/
Board Review: At their regular meeting on September 19, 2017, City Council adopted
Resolution No. 17-038 which appointed the Health & Wellness Master
Plan Committee to oversee the development of the Health & Wellness
Master Plan. Rather than appoint an existing board to develop this plan,
City Council opened the Committee to applicants. On June 19, 2018 City
Council made appointments to the Heath & Wellness Master Plan
Committee through adoption of Resolution No. 18-008. All Committee
meetings were open to the public. Staff also met with other City boards,
as well as the Carroll ISD School Health Advisory Council (SHAC). Below
is a summary of the public meetings held regarding this plan.

to City Council during a City Council Work Session held on May 7, 2019.
